Payments, Payroll<\/li>\n<li>CO cash management<\/li>\n<li>Knowledge building and Knowledge sharing<\/li>\n<\/ul>\n<p>Administration of\u00a0budgets and cost-recovery system<\/p>\n<p>Ensures administration of budgets and functioning of the optimal cost-recovery system focusing on achievement of the following results:<\/p>\n<ul>\n<li>Preparation and modifications of budgets for projects,<\/li>\n<li>Presentation of researched information for planning and status of office\u2019s financial resources<\/li>\n<li>Provision of inputs for implementation of cost-saving and reduction strategies in consultation with the office management.<\/li>\n<li>Preparation of cost sharing and trust fund agreements, follow up on contributions within the office\u2019s resource mobilization efforts<\/li>\n<\/ul>\n<p><strong>2.<\/strong><strong>Accounting. Payments, Payroll<\/strong><\/p>\n<p>Accounting, Payments, Payroll functions<br \/>\nfocusing on achievement of the following results:<\/p>\n<ul>\n<li>Proper control of the supporting documents for<br \/>\npayments and financial reports for projects; preparation of all types of<br \/>\nvouchers; Pay Cycle and payments execution.<\/li>\n<li>Proper receipting of goods, services, and<br \/>\nestablishment of accruals.<\/li>\n<li>Approval of vendors in Enterprise system (if a<br \/>\nsenior member of the Finance team).<\/li>\n<li>Global payrolls processing in Enterprise<br \/>\nsystem.<\/li>\n<li>Maintenance of the internal expenditures control<br \/>\nsystem which ensures that vouchers processed are matched and completed, timely<br \/>\ncorrective actions on unposted voucher taken, including those with budget<br \/>\ncheck errors, match exceptions and unapproved vouchers; transactions are correctly<br \/>\nrecorded and posted; payrolls are duly prepared and processed; travel<br \/>\nclaims, MPOs and other entitlements are duly processed<\/li>\n<li>Review of payment requests including<br \/>\nsupporting documents against the annual work plan.<\/li>\n<li>Timely accounts closure<\/li>\n<li>Timely response to HQ requests to resolve<br \/>\nfinancial data issues.<\/li>\n<li>Timely corrective actions on erroneous data<br \/>\nin. Enterprise system. Preparation of financial reports as required.<\/li>\n<li>Maintenance of the Accounts Receivables for<br \/>\nprojects and follow-up with partners on contributions, deposits creation<br \/>\nin Enterprise system and their application to pending items.<\/li>\n<li>Timely reimbursements, payments of costs by<br \/>\nthe Government<\/li>\n<li>Preparation of vouchers for projects<\/li>\n<\/ul>\n<p><strong>For Roving Positions outside ERP systems:<\/strong><\/p>\n<ul>\n<li>Administer project advances, reconciliations,<br \/>\nand replenishments, under authorized approvals as follows<\/li>\n<li>Liaise with programme officers and conduct<br \/>\nnecessary project visits to obtain all certified documents evidencing the<br \/>\ncompletion of an activity, incurring of expenditure and identity of the<br \/>\nparty\/vendor;<\/li>\n<li>Verify and monitor the accuracy of the<br \/>\nstatements and work plan compliance to provide replenishment of seed funds<\/li>\n<li>Collect all certified supporting documents,<br \/>\nsignatures, names and other particulars of the beneficiaries in receipt<br \/>\nclaims \/ reimbursements;<\/li>\n<li>Undertake required recording of transactions<\/li>\n<li>Reconcile the available balance of funds with<br \/>\nthe balance shown in the register;<\/li>\n<li>Where authorized, replenish funds upon receipt<br \/>\nof relevant original documents and other evidence, and performing a<br \/>\nreconciliation of the figures, beneficiaries, work plan and budget;<\/li>\n<li>Ensure settlement of the balance of cash in<br \/>\nhand.<\/li>\n<\/ul>\n<p><strong>CO cash management<\/strong>Ensures proper CO cash<\/p>\n<p>management functioning<br \/>\nfocusing on achievement of the following results:<\/p>\n<ul>\n<li>Alternate to the supervising Finance Associate for<br \/>\ntimely review of cash position for local accounts to ensure sufficient funds on<br \/>\nhand for disbursements. Timely identification and recording of receipts for<br \/>\nincome application.<\/li>\n<li>Alternate to the supervising Finance Associate for<br \/>\ndaily review of zero-balance account bank statements in Enterprise system to<br \/>\nmonitor imprest level; identification and recording of contributions.<\/li>\n<li>Timely and accurate preparation of bank<br \/>\nreconciliations.<\/li>\n<li>Alternate to the supervising Finance Associate for<br \/>\ntimely preparation of monthly cash flow forecast for use by Operations Manager\/<br \/>\nFinance Analyst. Liaison with clients to obtain estimate of their cash<br \/>\nrequirement.<\/li>\n<li>Initiation of bank transfers and deals in Enterprise<br \/>\nsystem.<\/li>\n<li>Creation of bank transfers (replenishment), deals<br \/>\nand bank reconciliation processing<strong>.<\/strong><\/li>\n<li>Effecting of operational Advances after submission of the reconciliation<br \/>\nand settlement of the previous advances.<\/li>\n<\/ul>\n<p><strong>4. Knowledge building and knowledge sharing<\/strong><\/p>\n<ul>\n<li>Organize, facilitate and\/or deliver<br \/>\ntraining and learning initiatives for personnel on finance-related topics.<\/li>\n<li>Provide sound contributions to knowledge networks<br \/>\nand communities of practice by synthesizing of lessons learnt and dissemination of best<br \/>\npractices in human resources.<\/li>\n<li>Contribute feedback, ideas, and internal knowledge<br \/>\nabout processes and best practices and utilize productively.<\/li>\n<li>As Key Business<br \/>\nUser provide financial management support in the financial management module of<br \/>\nEnterprise system to internal clients.<\/li>\n<\/ul>\n<p><strong>Impact of Results<\/strong><br \/>\nThe effective and successful achievement of results by the Finance<br \/>\nAssociate directly impacts the efficient and effective management of financial<br \/>\nresources in projects and programmes, demonstrating UNOPS\u2019 effective<br \/>\nstewardship of donor and partner funds.
