To achieve this, the GHS must attract and appoint suitably qualified personnel to carry out its mandate at various operational levels.<\/p>\n<\/div>\n<div>\n<p><strong>Job Description<\/strong><\/p>\n<\/div>\n<div>\n<p><em>The Ghana Health Service Council invites applications from suitably qualified Ghanaians for the position of Director-General in the Ghana Health Service (GHS) which becomes vacant in April 2011. The appointment is available for a term of four (4) years subject to renewal.<br \/>\n<\/em><strong><em><br \/>\n<\/em>Job Purpose:<br \/>\n<\/strong>Provide executive leadership and leading edge strategic direction to enable the Ghana Health Service to deliver innovative services and effective healthcare to the population.<\/p>\n<p><strong>Overview of Role:<br \/>\n<\/strong>This unique role calls for a transformational leader who will shape an agile and dynamic organisation, capable of delivering real strategic value to the general health service delivery frontline. The role will require effective partnership working with the Ministry of Health, external organisations, other agencies and donors. This demands exceptional change management expertise and the ambition for the GHS to become an organisation of excellence.<br \/>\n<strong><br \/>\nJob Summary:<br \/>\n<\/strong><\/p>\n<ul>\n<li>Lead and manage the Ghana Health Service (GHS)<\/li>\n<li>Implement health improvement strategies and plans<\/li>\n<li>Lead national modernisation of services to achieve the GHS plan targets and services that are accessible to the population<\/li>\n<li>Develop and deliver an appropriate portfolio of directly managed services which will improve the health of local communities<\/li>\n<li>Provide clear, credible and dynamic leadership for the strategic development and operational management of the corporate affairs, communication and partnership portfolio;<\/li>\n<li>Develop a long term, sustainable, strategic vision and plan for the GHS and ensure future organisational capacity to deliver it<\/li>\n<\/ul>\n<p><strong>Key responsibilities:<\/strong><\/p>\n<ul>\n<li>Take corporate responsibility for the functions of the GHS;<\/li>\n<li>Develop an energetic leadership presence as advocate for innovation for health and health care transformation in the GHS;<\/li>\n<li>Lead the development and implementation of high-impact solutions to the challenges facing the GHS in areas of strategic priority;<\/li>\n<li>Lead in the development of a Modernisation Agenda for the GHS;<\/li>\n<li>Communicate the Modernisation Agenda of the health service in a way that established a clear sense of purpose and ensures strong relationships with the Ministry of Health, external organisations, agencies and donors;<\/li>\n<li>Develop strategies and frameworks to support the GHS in the effective co-ordination of service redesign, unlocking workforce potential and the harnessing of new technologies;<\/li>\n<li>Develop a coherent strategic framework and annual delivery plan to ensure the continued improvement of services and most effective use of resources;<\/li>\n<li>Ensure that health and health services play a strong role in the country by strong GHS leadership and contribution to the delivery of strategic programmes of work which support health improvement, community development\/involvement and effective delivery\/commissioning of health services;<\/li>\n<li>Establish organisational strategies to ensure the successful creation of an effective leadership team;<\/li>\n<li>Deliver results, as agreed with the GHS Council and the Minister of Health through the priority setting mechanisms;<\/li>\n<li>Actively create links with overseas health, and other sectors, improvement leaders in overseas health systems and other sectors to develop learning;<\/li>\n<li>Represent the GHS nationally and internationally in the promotion of innovation for improvement in health and healthcare;<\/li>\n<li>Work closely with partners to develop capability and capacity in improvement skills in the GHS;<\/li>\n<li>Lead the development of a coherent and and other partners and stakeholders;<\/li>\n<li>Project a strong and positive corporate image, demonstrating integrity and a strong commitment to service provision, both within and organisation and externally;<\/li>\n<li>Ensure the monitoring of performance against service agreements within the GHS and other providers;<\/li>\n<li>Ensure the preparation of performance management reports as required, including annual reports and annual accounts<\/li>\n<\/ul>\n<p><strong>Compensation:<br \/>\n<\/strong>The Ghana Health Service compensation package is competitive in the Public Sector with very attractive fringe benefits<\/p>\n<p><strong>Condition:<br \/>\n<\/strong>Applicants must be able to serve for a full term of four (4) years before attaining the compulsory retirement age of 60 years<br \/>\n&nbsp;<\/p>\n<\/div>\n<div>\n<p><strong>Required Skills or Experience<\/strong><\/p>\n<\/div>\n<div>\n<p><strong>Person specification:<\/strong><\/p>\n<ul>\n<li>A distinguished and outstanding Health Professional with high level strategic, consensual and analytical skills<\/li>\n<li>Must have deep understanding and appreciation of the GHS vision, the challenges and operational issues in the Health sector<\/li>\n<li>Performance driven, keen to achieve results with 8-10 years in Senior Management position preferably in the Health Sector<\/li>\n<li>Education up to a PhD and or Fellow of a postgraduate medical college or an accredited professional institution will be desirable<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<\/div>\n<div>\n<p><strong>How To
