{"id":3433,"date":"2011-05-12T22:14:36","date_gmt":"2011-05-12T22:14:36","guid":{"rendered":"https:\/\/joblistghana.com\/?p=3433"},"modified":"2013-12-26T21:12:59","modified_gmt":"2013-12-26T21:12:59","slug":"project-accountant-jobs-in-ghana-ministry-of-land-and-natural-resources-vacancies","status":"publish","type":"post","link":"https:\/\/joblistghana.com\/project-accountant-jobs-in-ghana-ministry-of-land-and-natural-resources-vacancies.html","title":{"rendered":"Project Accountant Jobs in Ghana: Ministry of Land and Natural Resources Vacancies"},"content":{"rendered":"<div>\n<p><em>The Ministry of Land and Natural Resources under the Government of Ghana (GoG)\/World Bank\/Canadian International Development Association (CIDA) funded Project, wishes to recruit qualified Ghanaians to fill the following\u00a0position in\u00a0a Land Administration Project Phase II in Ghana.<br \/>\n<\/em><br \/>\n<strong>Duty Station: <\/strong>Accra, with considerable travel around the country<br \/>\n<strong>Duration:<\/strong> Two (2) years (renewable based on performance)<\/p>\n<p>The Project Accountant will be responsible for the management of the Project accounts in accordance with the requirements of the World Bank. He\/she will report directly to the Project Co-ordinator and will work in close collaboration with the Project Co-ordination Unit. He\/she will be responsible for the management and operations of the Finance Unit of the project.<\/p>\n<p>Operating within a computerized environment, the Accountant will perform the following duties under the direction and control:<\/p>\n<p><strong>Budget and Reporting:<\/strong><\/p>\n<ul>\n<li>Prepare, monitor and control annual budgets;<\/li>\n<li>Note any disparities between projections and results and analyze the causes;<\/li>\n<li>Monitor budget entries, credit allocations and fund disbursement of any National Counterpart funds;<\/li>\n<li>Prepare a quarterly cash budget for the entire project;<\/li>\n<li>Serve as liaison to other implementing entities for all budget matters;<\/li>\n<li>Monitor funding agreements signed with any co-financing donors;<\/li>\n<li>Process accounting and budget charges, maintain financial, cost and budget accounting, and keep account records;<\/li>\n<li>Prepare on a quarterly basis, the project&#8217;s Interim Financial Reports<\/li>\n<li>Produce the Periodic Project&#8217;s Financial Statements<\/li>\n<li>Prepare an annual special report on special account(s) performance for each donor;<\/li>\n<li>Assist in defending the Projects\/Ministry&#8217;s budget at both MOFEP and Parliament and<\/li>\n<li>Train and supervise the Ministry&#8217;s\/Implementing Agencies accounting staff nation-wide<\/li>\n<\/ul>\n<p><strong>Accounting:<\/strong><\/p>\n<ul>\n<li>Ensure that accounting ledgers and papers are well maintained;<\/li>\n<li>Perform end-of-year closing operations;<\/li>\n<li>Prepare, stamp, produced and secure approval of bank reconciliations and fund reconciliations of the Special Account;<\/li>\n<li>Ensure the Project&#8217;s proper Cash Management;<\/li>\n<li>Obtain and verify documentary evidence of project expenses and prepare for their statement<\/li>\n<li>Prepare and monitor Applications for Withdrawal of Funds to be sent to WB\/IDA; and<\/li>\n<li>Prepare the physical inventory and reconcile the results with fixed asset accounts<\/li>\n<\/ul>\n<p><strong>Audit:<\/strong><\/p>\n<ul>\n<li>Liaise with External Auditors for the timely auditing of the LAP Accounts by providing general advice on LAP and other project finance and disbursement matters;<\/li>\n<li>Prepare documents and information needed for audits and financial oversight; and<\/li>\n<li>Follow through on\u00a0Auditors&#8217; recommendations<\/li>\n<\/ul>\n<p><strong>Other tasks:<\/strong><\/p>\n<ul>\n<li>Supervise Implementing Agencies in the maintenance of financial records and the preparation of financial budgets;<\/li>\n<li>Assist the Procurement Unit on Annual Work Plans;<\/li>\n<li>Oversee to, and ensure proper use of the Manual of procedures<\/li>\n<li>Perform a strong internal control system;
