Job Description<\/strong><\/p>\n Job Title:\u00a0Gender Specialist<\/strong><\/p>\n The Programme has three components.<\/strong><\/p>\n \u2022\u00a0Component 1<\/strong>\u00a0(Value Chain Development) is central to ensuring strong business linkages among actors in the entire value chains of commodities, to ensure they meet market or consumer and industry demands. It has three sub-components: (i) Agribusiness linkage development; (ii) Rural financial services and (iii) Climate Change Resilience\u2014which is mainstreamed into value chain interventions to reduce risks, enhance profitability and sustainable production systems. Line Management:<\/strong>\u00a0Reports to the Programme Value Chain Manager<\/p>\n Duties and Responsibilities include:<\/strong><\/p>\n Lead and manage all efforts and activities relating to gender issues, with the aim of meeting all Programme targets relating to this component. \n\u2022\u00a0Component 2<\/strong>\u00a0(Rural Value Chain Infrastructure) is aimed at providing the enabling infrastructure to catalyse value chain development. It has two sub-components: (i) Productive Infrastructure and Facilities\u2014aimed at encouraging investments in commercial infrastructure and facilities for the selected value chains; and (ii) Enabling Public Infrastructure\u2014 aimed to finance enabling public infrastructure for the growth and viability of selected value chains.
\n\u2022\u00a0Component 3<\/strong>\u00a0(Knowledge Management, Policy Support and Coordination) aimed at harnessing successful lessons for replication and providing an enabling environment for optimization of programme opportunities and benefits.<\/p>\n
\n\u2022 Develop a Gender Action Plan ( GAP) and Youth Action Plan (YAP) for gender\/youth targeting;
\n\u2022 Develop and implement a plan of engagement with the Women in Agricultural Development (WIAD) Directorate of MoFA;
\n\u2022 Support the design and implementation of a gender training programme targeted at value chain actors\/ financial institutions\/ consultants\/ and providers of services;
\n\u2022 Supervise and monitor the incorporation of the gender approaches in a cross-cutting manner in all project activities;
\n\u2022 Support the development and implementation of a training programme for the Project Coordination Unit and the multidisciplinary technical teams;
\nAdvise the National Project Coordinator in all aspects related to gender;
\n\u2022 Support the leads of the different programme components and sub-components to design mechanisms which facilitate an equal participation of men and women beneficiaries including the youth;
\nSupport the M&E Officers in the identification of gender-sensitive indicators and the implementation of annual impact studies;
\n\u2022 Support linkages with similar Government of Ghana and development partner projects to leverage these for additional impact;
\n\u2022 Participate in technical planning for development of annual work plans and budgets and follow-up of gender activities on the project;
\n\u2022 Ensure that appropriate monitoring, evaluation and communication activities are being conducted on all aspects of gender in work plan;
\n\u2022 Work closely with Senior Management and programme staff to develop a gender mainstreaming strategy and action plan and a related exit strategy to ensure that gender equality is systemically institutionalised within the PCU; and
\n\u2022 Prepare case studies documenting the learning from the initiative with a focus on programmatic as well as institutional dimensions, reflecting on processes as well as lessons learned to feed into the knowledge Management processes.<\/p>\n
\n\u2022 At least seven (7) years professional experience working on gender responsive programming in development;
\n\u2022 Proven experience combining formal expertise on gender mainstreaming and gender equality with experience of applying these concretely to specific value chain programmes sectors, plans, policies and business processes;
\n\u2022 Ability to communicate ideas in a manner conducive to their practical application; and
\n\u2022 Comfortable working as part of a team to add value to collective results.<\/p>\n
\n\u2022 Work experience in agricultural development issues and implementation of agricultural value chain programmes;
\n\u2022 Previous experience in implementing ValueLink 2.0 methodological approach for Value Chains promotion;
\n\u2022 Demonstrated ability to train and build capacity of others; and
\n\u2022 Strong analytical and market-oriented skills.<\/p>\n
