The Ghana Agricultural Sector Investment Programme (GASIP) is a Government of Ghana (GoG) programme designed to provide a framework for a long-term financing arrangement for private sector-led, pro-poor agricultural value chain development in Ghana. Job Description<\/strong><\/p>\n

Job Title:\u00a0Programme Financial Manager<\/strong><\/p>\n

The Programme has three components.<\/strong><\/p>\n

\u2022\u00a0Component 1<\/strong>\u00a0(Value Chain Development) is central to ensuring strong business linkages among actors in the entire value chains of commodities, to ensure they meet market or consumer and industry demands. It has three sub-components: (i) Agribusiness linkage development; (ii) Rural financial services and (iii) Climate Change Resilience\u2014which is mainstreamed into value chain interventions to reduce risks, enhance profitability and sustainable production systems.
\n\u2022\u00a0Component 2<\/strong>\u00a0(Rural Value Chain Infrastructure) is aimed at providing the enabling infrastructure to catalyse value chain development. It has two sub-components: (i) Productive Infrastructure and Facilities\u2014aimed at encouraging investments in commercial infrastructure and facilities for the selected value chains; and (ii) Enabling Public Infrastructure\u2014 aimed to finance enabling public infrastructure for the growth and viability of selected value chains.
\n\u2022\u00a0Component 3<\/strong>\u00a0(Knowledge Management, Policy Support and Coordination) aimed at harnessing successful lessons for replication and providing an enabling environment for optimization of programme opportunities and benefits.<\/p>\n

Line Management<\/strong>: Reports to the National Programme Coordinator (NPC), work closely with other programme managers and Zonal Programme Officers.<\/p>\n

The Programme Financial Manager (PFM) will be responsible for the day-to-day financial management of the programme.<\/p>\n

Duties and Responsibilities include:<\/strong><\/p>\n

\u2022 Manages GASIP\u2019s financial, accounting and monitoring and reporting systems, using acceptable accounting principles, concepts and conventions with due consideration to International Financial Reporting Standards (IFRS);
\n\u2022 Ensures that all financial transactions within and involving GASIP is done in accordance with the Financial Agreement, IFAD\u2019s Financial Management Guidelines, General Conditions of Financing, Letter to the Borrower (LTB), and all other relevant Government of Ghana regulations, e.g. Financial Administration Act, 2003 (Act 654), Internal Audit Agency Act, 2003 (Act 658), Financial Administration Regulation, 2004 (L.I. 1802); Procurement Act, 2003 (Act 663), etc.;
\n\u2022 Manages GASIP\u2019s Budgets and Control the disbursement of Funds;
\n\u2022 Ensures that the Programme Management is informed of on-going financial transactions\/activities and that ZPO Coordinators and officers and Implementing Partners, know their financial responsibilities in line with prevailing Government of Ghana, IFAD and other Cooperating Institutions (CIs) practices;
\n\u2022 Ensures that finance and other relevant Programme staff are fully appraised of the contents of the Programme Finance and Administration Manual (FAM); A countersignatory to programme fund releases as required for Programme financial transactions and also sign as witness to all contracts as much as possible;;
\n\u2022 Oversees the establishment and maintenance of an acceptable computerized accounting system.
\nEnsure preparation and submission of withdrawal applications to IFAD and\/or cooperating institutions (CIs), and follow up to ensure that the Programme does not encounter liquidity challenges.
\n\u2022 Oversees preparation of quarterly, half-yearly and annual consolidated statements of Programme accounts as an integral part of the Management Information System for submission to the PSC, MoFA, IFAD and other CIs;
\n\u2022 Ensures that Designated Accounts, Operational Accounts, and Zonal Bank Accounts have been maintained in accordance with the provisions of the loan agreement LTB and Finance and Administration Manual (FAM);
\n\u2022 Ensures the fiduciary capacity assessment of participating district assemblies;
\n\u2022 Facilitates the conduct of internal audit missions by MoFA Internal Audit unit on the basis of agreed AWPB;
\n\u2022 Ensures the smooth implementation of the annual external audit of programme funds, under TOR agreed by IFAD and in accordance with IFAD\u2019s audit guidelines, for timely submission to IFAD in accordance with provisions of the LTB;
\n\u2022 Ensures that goods and services have been procured in accordance with the loan agreement, LTB, FAM and in accordance with the GoG and IFAD rules and procedures;
\n\u2022 Offers professional advice on GASIP\u2019s financial arrangements and performance; and
\n\u2022 Undertakes any other responsibility that will ensure smooth and effective implementation of the Programme and commensurate with this role.<\/p>\n

Qualification Required & Experience<\/strong><\/p>\n

Essential<\/p>\n

\u2022 Qualified Accountant with ACCA, CIMA, CA (Ghana), CA (England and Wales), CPA or related financial management qualification;
\n\u2022 At least a Masters\u2019 degree in finance, accounting, or related subject;
\n\u2022 Experience in setting up and maintaining a computerized accounting system;
\n\u2022 At least 10 years of relevant work experience with significant post qualification experience in financial management at a senior level; and
\n\u2022 Practical working experience with Government of Ghana, development partner-funded projects and auditing experience.<\/p>\n

Desirable<\/strong><\/p>\n

\u2022 Ability to present highly complex financial and non-financial information;
\n\u2022 Good team player and a good communicator; and
\n\u2022 Ability to inspire confidence and develop good working relationships with financial and nonfinancial colleagues within the Programme, Cooperating Institutions and implementing partners<\/p>\n

Duration<\/strong><\/p>\n

\u2022 The position will be on a contract basis for two (2) years with the possibility of extension depending on satisfactory performance and availability of funds.<\/p>\n
