CHF is a politically neutral, non-profit 501(c)(3) organization, that prides itself on an approach which is accountable, efficient and effective.<\/p>\n<\/div>\n<div>\n<p><strong>Job Description<\/strong><\/p>\n<\/div>\n<div>\n<p><strong>SLUM COMMUNITIES ACHIEVING LIVABLE ENVIRONMENTS THROUGH URBAN PARTNERS (SCALE UP) PROJECT<\/strong><\/p>\n<p><span style=\"text-decoration: underline;\"><strong>TERMS OF REFERENCE<br \/>\n<\/strong><\/span> ASSESSING OPPORTUNITIES FOR SUSTAINABLE SCALING UP OF MICROFINANCE FOR WATER AND SANITATION<\/p>\n<p><strong>1.\u00a0INTRODUCTION<\/strong><br \/>\nCHF International has been awarded a three-year grant to implement the Slum Communities Achieving Livable Environments with Urban Partners (SCALE-UP) program. The program will provide targeted capacity building to local intermediaries (NGOs and others) to implement slum upgrading interventions in collaboration with community-based organization(CBOs) and municipal authorities in two cities(Accra and Sekondi-Takoradi).<\/p>\n<p><span style=\"text-decoration: underline;\"><strong>The SCALE-UP Program has four principal objectives:<br \/>\n<\/strong><\/span><\/p>\n<ul>\n<li>Strengthening the capacity of slum residents and local intermediaries to realize pro-poor projects;<\/li>\n<li>Regularizing local government engagement of the urban poor in inclusive planning and implementation of pro-poor urban initiatives;<\/li>\n<li>Increasing income and asset generation opportunities for slum residents; and<\/li>\n<li>Improving the living environment for slum residents.<\/li>\n<\/ul>\n<p>The program focuses on building the capacity of local NGOs to identify and implement projects in slum communities that result in increased income and assets and improved living environments for slum community residents and operates in the following urban informal settlements:<\/p>\n<ul>\n<li>Accra: Jamestown, Ayidiki, Sabon Zongo, Avenor and Nima<\/li>\n<li>Sekondi-Takoradi: New Takoradi, Kojokrom, Kwesimintim and Ngyeresia<\/li>\n<\/ul>\n<p>One of the key activities of the Scale up project is to promote sustainable microfinance products and services for the provision of water and sanitation facilities. With this objective in mind, CHF Ghana is seeking a Consultant to assess the various options available in designing and scaling up the use of microfinance for the provision of water and sanitation facilities.<br \/>\n<span style=\"text-decoration: underline;\"><strong>2.\u00a0OBJECTIVES OF THE ASSESSMENT<\/strong><\/span><br \/>\nThe Consultant will be required to assess the potential market for microfinance in the water and sanitation sector and to identify specific opportunities for potential support by microfinance institutions and the project.<\/p>\n<p>Specifically, the assessment will seek to determine the scope of the microfinance for water and sanitation market(in terms of the nature and type of products); the size of the potential demand; the contexts where microfinance is likely to achieve sustainable impact at scale; the measures needed to overcome barriers to the use of microfinance for these purposes; and specific opportunity areas for support by microfinance institutions and the project.<\/p>\n<p><span style=\"text-decoration: underline;\"><strong>3.\u00a0SCOPE OF THE ASSESSMENT<\/strong><\/span><\/p>\n<p>The\u00a0 scope\u00a0 of\u00a0 work\u00a0 of\u00a0 the assessment should\u00a0 include\u00a0 but\u00a0 not\u00a0 be\u00a0 limited\u00a0 to\u00a0 all\u00a0 the\u00a0 following\u00a0 tasks\u00a0 detailed\u00a0 below;<\/p>\n<ul>\n<li>perform a desk study to identify the current supply and demand for financial services for water and sanitation in Ghana, and specifically in the program areas. Include macroeconomic and other exogenous factors which influence access to finance in this area.\u00a0 Identify any best emerging best practices in the field, specifically from experience within Africa.<\/li>\n<li>conduct a supply analysis, providing an overview of which financial institutions provide water and sanitation financial services, as well as the target market, terms and conditions.\u00a0 It should bring out challenges suppliers Calculate the size of the supply in Ghana.<\/li>\n<li>conduct a demand study in the selected slum areas, using qualitative and quantitative tools to both determine the type of products needed and estimate the size of the demand<\/li>\n<li>supplement \/ confirm all information with key informant interviews \u2013 interview key informants including project stakeholders in Accra and Takoradi, financial and microfinance institutions, local government officials, local NGOs\/CSOs, and most importantly, local communities<\/li>\n<\/ul>\n<p><span style=\"text-decoration: underline;\"><strong>4.\u00a0GEOGRAPHICAL SCOPE<\/strong><\/span><\/p>\n<p>The geographical scope of the proposed assessment should include but not be necessarily limited to some of the following communities of the project;<\/p>\n<ul>\n<li>Accra: Jamestown, Ayidiki, Sabon Zongo, Avenor and Nima<\/li>\n<li>Sekondi-Takoradi: New Takoradi, Kojokrom and Ngyeresia<\/li>\n<\/ul>\n<p><span style=\"text-decoration: underline;\"><strong>5.\u00a0EXPECTED\u00a0 OUTPUTS\/DELIVERABLES<\/strong><\/span><\/p>\n<p><strong>The assessment shall produce the following;<br \/>\n<\/strong><\/p>\n<ul>\n<li>a debrief at the end of the field study with the CHF International project team, presenting major findings and initial recommendations<\/li>\n<li>a\u00a0 draft\u00a0 report\u00a0 which\u00a0 covers\u00a0 all\u00a0 the\u00a0 field\u00a0 investigations, data\u00a0 analysis\u00a0 and\u00a0 recommendations\u00a0 on\u00a0 the\u00a0\u00a0 work\u00a0 done, that\u00a0 offers;<\/li>\n<li>a\u00a0 thorough\u00a0 understanding\u00a0 of\u00a0 the microfinance for water and sanitation market including current and potential size of the market, existing products and service providers<\/li>\n<li>details of the various microfinance for water and sanitation opportunities\/potentials identified including possible service providers<\/li>\n<li>core activities identified as critical for developing the opportunities identified<\/li>\n<li>recommend an effective design and scaling up mechanism of using microfinance for the provision of water and sanitation facilities<\/li>\n<li>a final report that addresses any comments on the draft report provided by CHF International<\/li>\n<\/ul>\n<p><strong>6.\u00a0RESPONSE<br \/>\n<\/strong>Consultants or firms interested in the assessment should please submit a proposal to include the following;<\/p>\n<ul>\n<li>overview of consultant\u2019s capabilities\/experience<\/li>\n<li>contact details to include physical location, telephone number and email address(es)<\/li>\n<li>description of services\/work to be performed<\/li>\n<li>proposed\u00a0 methodology<\/li>\n<li>proposed\u00a0 team<\/li>\n<li>estimated\u00a0 budget<\/li>\n<li>delivery schedule<\/li>\n<\/ul>\n<p><strong>7.\u00a0WORKING ARRANGEMENTS, COORDINATION AND REPORTING<\/strong><br \/>\nCHF will work closely with the Consultant.
