CHF is a politically neutral, non-profit 501(c)(3) organization, that prides itself on an approach which is accountable, efficient and effective.<\/p>\n<\/div>\n<div>\n<p><strong>Job Description<\/strong><\/p>\n<\/div>\n<p>&nbsp;<\/p>\n<p><strong>SLUM COMMUNITIES ACHIEVING LIVABLE ENVIRONMENTS THROUGH URBAN PARTNERS (SCALE UP) PROJECT<\/strong><\/p>\n<p><strong>TERMS OF REFERENCE<br \/>\n<\/strong> ASSESSING AND COMPARING THE EFFECTIVENESS OF INDIVIDUAL AND GROUP MANAGED WATER POINTS (KIOSKS) IN NIMA AND AYIDIKI IN ACCRA AND NGYERESIA ANDKWESIMINSTIM IN SEKONDI-TAKORADI<\/p>\n<p><strong>1.\u00a0INTRODUCTION<br \/>\n<\/strong>CHF International has been awarded a three-year grant to implement the Slum Communities Achieving Livable Environments with Urban Partners (SCALE-UP) program. The program will provide targeted capacity building to local intermediaries (NGOs and others) to implement slum upgrading interventions in collaboration with community-based organization(CBOs) and municipal authorities in two cities(Accra and Sekondi-Takoradi).<\/p>\n<p><strong>The SCALE-UP Program has four principal objectives:<br \/>\n<\/strong><\/p>\n<ul>\n<li>Strengthening the capacity of slum residents and local intermediaries to realize pro-poor projects;<\/li>\n<li>Regularizing local government engagement of the urban poor in inclusive planning and implementation of pro-poor urban initiatives;<\/li>\n<li>Increasing income and asset generation opportunities for slum residents; and<\/li>\n<li>Improving the living environment for slum residents.<\/li>\n<\/ul>\n<p>The program focuses on building the capacity of local NGOs to identify and implement projects in slum communities that result in increased income and assets and improved living environments for slum community residents and operates in the following urban informal settlements:<\/p>\n<ul>\n<li>Accra: Jamestown, Ayidiki, Sabon Zongo, Avenor and Nima<\/li>\n<li>Sekondi-Takoradi: New Takoradi, Kojokrom, Kwesimintim and Ngyeresia<\/li>\n<\/ul>\n<p>One of the key activities of the Scale up project is to improve upon the living environment of slum dwellers. In this regard, PRONET, Youth and Women Foundation, Friends of the Nation and COLANDEF facilitated the construction and management of water kiosks by individuals and groups. FON constructed one group\/community owned water point, COLANDEF is finalizing the construction of five water kiosks, and PRONET\u00a0 has constructed four water kiosks.<\/p>\n<p>After completion of these water kiosks with some challenges encountered by the operators and managers, CHF Ghana is seeking a Consultant to conduct a rapid assessment of the effectiveness and impact\u00a0 in comparison of individual managed water points viz a viz community (group) owned water points. The object is to develop a model on the two scenarios.<\/p>\n<p><strong>2.\u00a0OBJECTIVES OF THE ASSESSMENT<br \/>\n<\/strong>The Consultant will be required to assess the effectiveness of the two different ownership arrangements (individual and group) and document the lessons learnt as well as make appropriate recommendations that will develop a model for project initiatives. Specifically, the assessment will include;<\/p>\n<ul>\n<li>The selection of the group or individual to own the facility<\/li>\n<li>The investment made by the project and the owner<\/li>\n<li>The operational and management training received\u00a0 by the owner<\/li>\n<li>The daily operational procedures and supervision of operations<\/li>\n<li>The payment of bills and sharing of profits or how profit is re-invested<\/li>\n<li>The impact of the water facility on the target population<\/li>\n<\/ul>\n<p><strong>3.\u00a0SCOPE OF THE ASSESSMENT<br \/>\nThe scope of work of the assessment should include but not be limited to all the following tasks detailed below;<\/strong><\/p>\n<ul>\n<li>review the intended goal and objectives of the trainings, including the activities designed to achieve the goals and objectives<\/li>\n<li>review of data provided by CHF Ghana and Partners<\/li>\n<li>Group and individual interviews with all the individuals and representatives of the groups that own the water points, including the daily operators.<\/li>\n<\/ul>\n<p><strong>4.\u00a0EXPECTED\u00a0 OUTPUTS\/DELIVERABLES<\/strong><br \/>\nThe assessment shall produce the following;<\/p>\n<ul>\n<li>a powerpoint at the end of the field study to CHF International project team, presenting major findings and recommendations<\/li>\n<li>a draft report which covers all the field investigations, data analysis and recommendations on the\u00a0\u00a0 work done, that offers a\u00a0 deeper understanding of the water points covering issues including:\n<ul>\n<li>the selection of the group or individual to own the facility<\/li>\n<li>the investment made by the project and the owner<\/li>\n<li>the operational and management training received\u00a0 by the owner<\/li>\n<li>the daily operational procedures and supervision of operations<\/li>\n<li>the payment of bills and sharing of profits or how profit is re-invested<\/li>\n<li>the impact of the water facility on the target population<\/li>\n<\/ul>\n<\/li>\n<li>a final report that addresses all comments on the draft report provided by CHF International<\/li>\n<\/ul>\n<p><strong>5.\u00a0RESPONSE<\/strong><br \/>\nConsultants or firms interested in the assessment should please submit a proposal to include the following;<\/p>\n<ul>\n<li>overview of consultant\u2019s capabilities\/experience<\/li>\n<li>contact details to include physical location, telephone number and email address(es)<\/li>\n<li>description of services\/work to be performed<\/li>\n<li>proposed\u00a0 methodology<\/li>\n<li>proposed\u00a0 team<\/li>\n<li>estimated\u00a0 budget<\/li>\n<li>delivery schedule<\/li>\n<\/ul>\n<p><strong>6.\u00a0WORKING ARRANGEMENTS, COORDINATION AND REPORTING<\/strong><br \/>\nCHF and GACEED will work closely with the Consultant. Therefore upon signing of the contract, the Consultant will discuss and agree on a work plan with CHF International.
