Jhpiego seeks a Senior Monitoring, Evaluation and Research (MER) Advisor to provide technical leadership, oversight and strategic direction for monitoring and evaluation (M&E) activities for an upcoming USAID health systems strengthening project. The project will support the Government of Ghana to accelerate achievement of universal health coverage and bridge the inequity gap in health services, using the national Community-based Health Planning and Services (CHPS) approach to primary health care service delivery nationally as a mechanism for achieving this goal. Working closely with Ghana Health Service (GHS), the project will strengthen vital health system building blocks (management and leadership; health information systems; health workforce; supply chain and infrastructure; and health financing) to ensure access to, and use of, high-quality health services by all Ghanaians. The project will operate over a five-year period.<\/p>\n
Job Description<\/strong><\/p>\n Job Title:\u00a0Senior Monitoring and Evaluation, and Research Officer<\/strong><\/p>\n The Advisor will provide technical leadership to develop project framework, plans and indicators to capture performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all project activities. The Senior MER Advisor will supervise and manage the M&E team to design and implement project M&E activities, ensuring that lessons learned are integrated into project implementation to continuously improve quality of interventions and outcomes. The Senior MER Advisor] is responsible for documenting and disseminating project successes and challenges to USAID. The Senior MER Advisor will also be responsible for designing and conducting operations research. \nOversee the development and implementation of the Performance Monitoring Plan (PMP) to capture project performance and results, including routine service delivery data reporting, baseline and end line assessments, and all monitoring for process and outcome evaluations
\nDevelop and oversee data flow pattern for the project that will ensure timely data collection and reporting
\nLead results reporting to USAID by providing written documentation on M&E activities and indicator results for progress and annual reports, as appropriate
\nEnsure high-quality implementation, consistent with Ghana\u2019s national monitoring and evaluation guidelines, protocols, information and reporting systems
\nLead strategic collaboration activities with key stakeholders to learn from project data and adapt interventions as appropriate
\nLead efforts to utilize training monitoring systems to track and monitor trainers and participants at training events to facilitate follow-up and recordkeeping
\nUse data to contribute towards strategic decision-making and project planning with project leadership
\nOversee and\/or conduct targeted evaluations and operations research, including design, data collection, management and analysis
\nEnsure quality of data through data verification procedures including routine data quality audits and that these are routinely carried out during the project lifecycle
\nCultivate strategic M&E relationships and alliances with other USAID projects and represent M&E activities in public and professional circles through meetings, conferences, and presentations
\nEnsure relevant data is entered into JADE, Jhpiego\u2019s organization-wide performance management system designed to capture, analyze, and disseminate project data
\nSupport the project to provide Ministry of Health technical assistance to strengthen the country\u2019s HMIS for the optimal use of routine HMIS data
\nPromote and support the dissemination of project information among the project team
\nWork with project and financial staff to prepare and track progress of project and activity budgets
\nSupervise a team of M&E professionals
\nCoordinate all M&E capacity-building activities with project staff, implementing partners and facility staff
\nSupport the designated Internal Review Board (IRB) focal point in-country including maintaining current certification from 1) CITI human subjects ethics course and 2) CITI Good Clinical Practices (GCP) course
\nEnsure protection of participant data and confidentiality during IRB process and implementation of study<\/p>\n
\nMinimum ten years of work experience in monitoring and evaluating large, multi-year international health sector development projects
\nProven expertise in quantitative and qualitative methodologies, operations research, health management information systems, reporting, data quality assessments, data analysis and presentation
\nDemonstrated strong management, coordination, teamwork and planning skills with proven ability to function effectively with multiple host-country counterparts in both the public and NGO sectors
\nM&E experience in health systems strengthening
\nFamiliarity with Ghana\u2019s health management information system and other national M&E systems
\nExperience and understanding of USAID frameworks and reporting system
\nStrong technical skills, including ability to process and analyze data using one or more statistical software packages, including at least one of the following: SPSS, Epi-Info, Stata, MS Access
\nExperience hiring and supervising personnel and ensuring they acquire the necessary training and skills to meet evolving project needs
\nExcellent diplomacy skills and a proven ability to establish and maintain interpersonal and professional relationships with USAID, host-country counterparts and representatives from other key stakeholders such as NGOs, CSOs, and the private sector
\nDemonstrated outstanding leadership, strategic thinking, organizational, team-building, and representational skills
\nExpertise in research to practice\u2014identifying and adapting best practices to specific project contexts
\nExcellent skills in facilitation, team building, and coordination
\nStrong understanding of the intersections between monitoring and evaluation, knowledge management, and communications
\nExcellent verbal, written interpersonal and presentation skills in English
