Policy And Governance<\/strong><\/p>\n<p><strong>Job Purpose<\/strong><\/p>\n<p>To provide technical and operational support in International Policy and Governance for the achievement of the mandate of the Commision.<\/p>\n<p><strong>Duties and Responsibilities<\/strong><\/p>\n<p><strong>Reporting directly to the Director of the Development Policy Division, the position\u00a0holder will perform the following key duties:<\/strong><\/p>\n<ul>\n<li>Serve as in-house resource person on political governance and democracy,\u00a0institutional reforms, local governance, conflict management and resolution, and\u00a0global affairs, especially during NDPC policy dialogues on governance with sector\u00a0ministries, department and agencies, and formulation of national development\u00a0policy frameworks.<\/li>\n<li>Plan and coordinate on a continuous basis comprehensive research programmes\u00a0and review of study programmes, identifying data and research needs as related\u00a0to political governance and democracy, institutional reform, local governance,\u00a0conflict management and resolution, and global affairs, within the Development\u00a0Policy Division.<\/li>\n<li>Lead the preparation of policy papers\/notes, statements, briefs, press articles,\u00a0and periodic updates on political governance and democracy, institutional\u00a0reform, local governance; conflict management and resolution, and global\u00a0affairs, and make presentations at both national and international conferences.<\/li>\n<li>Coordinate and facilitate nationwide policy advocacy and dialogue on issues\u00a0related to political governance and democracy, institutional reform, local\u00a0governance, conflict management and resolution, and global affairs, with key\u00a0stakeholders (comprising public institutions, Parliament, universities\/research\u00a0institutions, donors, media, civil society, private sector).<\/li>\n<li>Assess the information needs of the public and other stakeholders \u2013 i.e.,\u00a0ministries, departments and agencies (MDAs), development partners, civil\u00a0society organisations \u2013 and design appropriate strategies for engagement with\u00a0the public throughout the country to enhance citizen participation at all stages of\u00a0the development process, raising awareness among national, sector and district\u00a0administrations.<\/li>\n<li>Manage events and preparation of publications on issues related to political\u00a0governance and democracy, institutional reform,n local governance, conflict\u00a0management and resolution, and global affairs and dissemination of main report\u00a0findings.<\/li>\n<\/ul>\n<p><strong>Required Skills or Experience<\/strong><\/p>\n<p><strong>Qualifications and Experience<\/strong><\/p>\n<ul>\n<li>A master\u2019s degree from an accredited tertiary institution in Political Science, Law, Political Economy, Government, International Development or International Affairs, Democracy and Governance, EconomiCS, Conflict Resolution or any related field.<\/li>\n<li>A minimum of eight (8) years\u2019 post-qualification relevant working experience, of which at least three (3) years have been in a senior management position in a reputable institution.<\/li>\n<li>Relevant professional experience in a development cooperation institution with emphasis on support to governance reform is important for this position.<\/li>\n<li>A record of research and publication in one or more in the Political Governance and Democracy, Institutional Reforms, Local Governance, Conflict Management and Resolution and Global Affairs.<\/li>\n<\/ul>\n<p><strong>Competencies and Skills<\/strong><\/p>\n<ul>\n<li>Very good leadership skills, strong networking and management skills<\/li>\n<li>Mentoring and coaching skills<\/li>\n<li>Very good knowledge of planning, policy analysis and formulation, and performance measuring, monitoring and evaluation methodologies.<\/li>\n<li>Ability to lead in the determination of the effectiveness of policy dialogues with government, Parliament, civil society, research institutions and universities, the media, multilateral and bilateral donors, is a prerequisite for this position.<\/li>\n<li>Effective capacity to conduct research, qualitative and quantitative data analysis and interpretation.<\/li>\n<li>Very good conceptual modelling skills<\/li>\n<li>Ability to work independently, manage diverse and evolving workload<\/li>\n<li>Strong interpersonal and team spiritedness, excellent written and oral presentation and communication skills<\/li>\n<li>Ability to communicate complex developmental policy issues.<\/li>\n<li>Political Science, Law, Political Economy, Government, International Development or International Affairs, Democracy and Governance, Economics, Conflict Resolution.<\/li>\n<li>Understanding of globalization, regional integration and cooperation.<\/li>\n<li>Extensive experience in policy-related work, planning and management of development cooperation, projects and programmes.<\/li>\n<li>Demonstrable ability to write high-quality policy papers as well as shorter targeted notes to guide the Commission<\/li>\n<li>Good knowledge of donor practices and modalities<\/li>\n<li>Excellent computer skills, including full working knowledge of standard word processing, spreadsheet and presentation software packages.<\/li>\n<\/ul>\n<p
