The programme seeks to:\u2013> Support the development\/review and implementation of robust national health policies, strategies and plans (NHPSP) and health financing strategies\/reform plans aiming at increasing coverage with needed health services, financial risk protection and health equity.\u2013> Increase technical and institutional capacities, knowledge and information for health systems and services strengthening and related policy dialogue.\u2013> To ensure international and national stakeholders are increasingly aligned around NHPSP and adhere to other aid effectiveness principles.

Job Description<\/strong><\/p>\n

Job Title:\u00a0Health Systems Specialist<\/strong><\/p>\n

DESCRIPTION OF DUTIES<\/strong><\/p>\n

\u2013> Support development\/revision of NHPSP through an inclusive policy dialogue process towards an increased coverage with needed health services, financial risk protection and health equity\u2013> Strengthen integrated M&E systems of NHPSP, annual health sector reviews and use of evidence in decision making.\u2013> Strengthen health financing systems, by designing and implementing health financing reforms to move more rapidly towards universal health coverage (UHC), with a particular focus on the poor leaving no one behind.\u2013> Synthesize and generate information on best practices and other evidence relating to health systems strengthening, health reforms and policy dialogue\u2013> Generate and disseminate evidence on what works and what does not work in relation to health financing reforms for universal coverage \u2013> Facilitate inclusion of issues relating to adolescents, women and girls in broader health policy dialogue and health policies and plans.\u2013> Promote inclusion of all aspects of health security planning in NHPSPs to strengthen the capacity at country level with a view to implementing the International Health Regulations (IHR) 2005.\u2013> Ensure that WHO increasingly becomes the effective (co)-convener and co-facilitator of health sector policy dialogue and monitors at country level procedures to follow agreed harmonization and alignment of health aid with national health plans

REQUIRED QUALIFICATIONS<\/strong><\/p>\n

Education<\/strong><\/p>\n

Essential<\/strong>: Advanced university degree in health economics, health management, public health, relevant social or political sciences.
\nDesirable<\/strong>:
\n<\/span><\/p>\n

Experience<\/strong><\/p>\n

Essential<\/strong>: \u2013> Minimum 7 years of experience in policy, planning, managing or developing health systems, including at least 5 years of experience at national level, and at least 5 years of experience in low- or middle-income countries inclusive. Proven ability to interact effectively at the political level with multiple high-level stakeholders.
\nDesirable<\/strong>: Relevant experience in WHO, UN or other international organizations.Relevant experience working and\/or managing sub national health systems

Skills<\/strong><\/p>\n

Technical expertise in planning, monitoring and evaluating health systems;\u2014> Demonstrated ability to provide sound methodological and technical advice and guidance to multiple stakeholders and partners in countries;\u2013> Demonstrated ability to analyse political contexts and interact and negotiate effectively with multiple interests at the political level;\u2013> Demonstrated ability to work effectively with the Ministry of Health and with stakeholders at the country level, as well as with the regional, inter-country and staff at country level;\u2013> Demonstrated ability to innovate, integrate, synthesize and communicate complex concepts and ideas verbally and in writing;\u2013> Ability to monitor and communicate progress in terms of process and results.

REMUNERATION<\/strong><\/p>\n

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 72,637 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 2512 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
