The new project will build on USAID\u2019s and Government of Ghana\u2019s achievements in strengthening health system building blocks \u2013 including management and leadership, health information systems, health workforce, supply chain and infrastructure, and health financing \u2013 with a strong focus on integrated service delivery at all levels of the health system. The project will support the Government of Ghana (GoG) accelerate its achievement of universal health coverage, which it has committed to reach by 2030, and will address systemic inequity gaps and quality of health services through promoting community-based health planning services (CHPS) and primary health care approaches.<\/p>\n<p><strong>Job Description<\/strong><\/p>\n<p><strong>Job Title: Finance And Operations Director<\/strong><\/p>\n<p>The\u00a0<strong>Finance and Operations Director<\/strong>\u00a0will provide oversight for all financial and administrative aspects of the project. S\/he will manage the finance and administration team, will be a part of the project\u2019s senior management team, and will report directly to the Chief of Party (COP). It is envisaged that this position will work closely with all of the senior leadership team members. The position will be based within the national project office in Accra and local travel will be required.<\/p>\n<p><strong>Primary Responsibilities<br \/>\n<\/strong><\/p>\n<ul>\n<li>Oversee the finance and administration functions and ensure compliance with RTI and USAID procedures.<\/li>\n<li>Oversee finance, operations, human resource management, logistics, procurement, administration and information technology (IT) support to the project.<\/li>\n<li>Work closely with the COP, technical staff, pertinent regional and home office staff and appropriate USAID staff, when necessary, to ensure project resources are effectively and efficiently budgeted, analyzed, disbursed, monitored and reported in achieving project objectives and results.<\/li>\n<li>When necessary, work closely with key RTI staff, government officials, contractors and USAID staff to ensure full compliance with local laws (i.e., taxes, shipping, customs, registration) while integrating with current systems and procedures.<\/li>\n<li>Provide training and guidance to field staff and COP on managing project expenses for annual work plan and contract budgets.<\/li>\n<li>Oversee preparation and submission of monthly financial statements (including expenses, receivable and payables).<\/li>\n<li>Ensure timely submission of expense reports, bank reconciliations and wire transfer requests to corporate headquarters in the US.<\/li>\n<li>Prepare monthly, quarterly and annual expenditures and prepare pipeline estimates for the project.<\/li>\n<li>Prepare biweekly cash requirements, monitoring cash flow and reconciles cash accounts in order to maintain appropriate cash balances.<\/li>\n<li>Manage and monitor performance of office petty cash system.<\/li>\n<li>Work with the project staff to document and book cost share requirements each month, if needed.<\/li>\n<li>Work with HQ-based financial manager to review monthly financial reports and supporting documentation.<\/li>\n<li>Supervise project finance and operations staff.<\/li>\n<\/ul>\n<p><strong>Qualifications<br \/>\n<\/strong><\/p>\n<ul>\n<li>Master\u2019s degree and 12 years of experience in business administration, accounting, finance, or related field;<\/li>\n<li>At least 9 years\u2019 experience in international donor-funded financial and administrative management, with a minimum of 6 years of senior-level responsibility for managing administration and finance aspects of USAID-funded projects\/programs;<\/li>\n<li>Experience with finance management, accounting and auditing, procurement and the establishment of internal controls; administration of grants, including monitoring of grant compliance and management, preferred;<\/li>\n<li>In depth knowledge and practical understanding of USG administrative, management and reporting procedures and systems; experience overseeing finance and administration for a USAID-funded contract of a similar size and complexity is highly desirable;<\/li>\n<li>Experience with strategic program planning, annual work planning and budgeting;<\/li>\n<li>Experience managing successful teams working in multiple locations\/field offices;<\/li>\n<li>Excellent interpersonal, written and oral communication, supervisory, leadership and managerial skills;<\/li>\n<li>Proficiency in MS Excel, Word, PowerPoint and Access plus working knowledge of accounting and procurement software (particularly QuickBooks) is preferable;<\/li>\n<li>Professional proficiency in spoken and written English is required; and<\/li>\n<li>Ghanaian nationals encouraged to apply; international\/regional experience is considered an asset.<\/li>\n<\/ul>\n","protected":false},"excerpt":{"rendered":"<p>RTI International\u2019s Global Health Division is currently accepting applications for a\u00a0Finance and Operations Director\u00a0for an anticipated USAID-funded health systems strengthening opportunity in Ghana.
