Working in building powerful partnerships for children for over 80 years and present in 70 countries, Plan International strives for a just world, tackling the root causes of the challenges facing girls and all vulnerable children while working together with children, young people, our supporters and partners.<\/p>\n<p>Plan International Ghana is looking for a Sub-grant Program Management Specialist to lead the provision of grant management and coordination support to local women\u2019s organizations for a project titled \u201cWomen\u2019s Voice and Leadership \u2013 Ghana\u201d. The project will support local women\u2019s rights organizations with grants and capacity development to strengthen their organizational development, programming and advocacy, and sustainability. It will further support collaboration and collective action to advance gender equality and the empowerment of women and girls. The project will have a national reach, however specifically target some regions of Ghana. The project started in April 2019, has a duration of five years, and a budget of over $3 million EUR.<\/p>\n<p><strong>Job Description<\/strong><\/p>\n<p><strong>Job Title:\u00a0Project Management Sub-Grant Specialist\u00a0<\/strong><\/p>\n<p>The Sub-grant Program Management Specialist is part of a cross-functional project team responsible for quality implementation of the Women\u2019s Voice and Leadership project.<\/p>\n<p><strong>Dimensions of Role:<\/strong><\/p>\n<p>Financial measures or statistics relevant to post such as budget; list of direct and indirect reports<\/p>\n<p>The Sub-grant Program Management Specialist will be responsible for coordinating the granting mechanisms and processes for women\u2019s rights organizations, including pre-award planning and organization, and post-award programmatic support and administration of various grants. Feminist principles of collaboration, participation, transparency, and respect for the agency of women\u2019s organizations will be integrated into all aspects of this role. The post-holder will be based in Accra yet travel to the project locations across the country approximately 50% of their time.<\/p>\n<p><strong>Typical Responsibilities \u2013 Key End Results of Position:<\/strong><\/p>\n<p>\u201cWhat\u201d is done and \u201cwhy\u201d, but not \u201chow\u201d; include indicators for success<\/p>\n<p><strong>Grants Planning, Delivery, and Control:<\/strong>\u00a0Responsible for developing the system, mechanisms and processes for awarding and monitoring sub-grants in line with the needs of women\u2019s rights organizations and project objectives.<\/p>\n<p><strong>Expected Outcomes:<\/strong><\/p>\n<ul>\n<li>In collaboration with women\u2019s organizations, contribute to the design of the sub-grant mechanisms and processes.<\/li>\n<li>Develop grant application forms, instructions, and guidelines in a participatory approach with women\u2019s organizations.<\/li>\n<li>Coordinate, schedule and participate in Grants Committee meetings and take part in the grants review processes to ensure correct procedures are followed.<\/li>\n<li>Plan, design, and present information sessions for women\u2019s rights organizations to encourage applications, guide them through the application process, and address any queries, etc.<\/li>\n<li>Formulate procedures for the timely and accurate review and submission of proposals and establish the necessary controls to effectively and efficiently utilize the funding in line with granting and donor requirements.<\/li>\n<li>Review grant applications for completeness and eligibility requirements and notify applicants of the status of their proposal.<\/li>\n<li>Ensure clear project work plans are in place for each grant and revised regularly.<\/li>\n<li>Coordinate preparation of grant agreements, reporting requirements, and monitoring of grant periods and close out of the grant awards.<\/li>\n<\/ul>\n<p><strong>Capacity Development and Working Relationships:<\/strong>\u00a0Provide continuous capacity building to women\u2019s organizations in grant management. Foster and maintain productive and professional relationships with and between all project stakeholders, particularly with local women\u2019s organizations, to ensure quality grant delivery.<\/p>\n<p><strong>Expected Outcomes:<\/strong><\/p>\n<ul>\n<li>Provide direct support to successful grant recipients to transform proposals into project implementation plans to effectively execute their grants.<\/li>\n<li>Based on the needs identified in organizational self-assessments and capacity building plans, support women\u2019s organizations with project management tools, processes and ongoing capacity development to strengthen the planning, implementation and monitoring of their grants.<\/li>\n<li>Routinely visit and connect with women\u2019s organizations to provide grant management and monitoring support as they execute their grants.<\/li>\n<li>Review grant narrative reports and deliverables\/milestones from women\u2019s rights organizations in a timely manner to necessitate processing of additional funding; consolidate information to inform project level donor reports.<\/li>\n<li>Ensure that all capacity development activities conducted and funded under the grant are adequately planned, designed, monitored, evaluated and documented within donor reports.<\/li>\n<li>Provide project management support, as needed, on project deliverables that are capacity building focused.<\/li>\n<li>Foster strong coordination and collaboration with women\u2019s organizations through open and transparent communication, participation and joint decision-making, and respect for their agency and technical expertise.<\/li>\n<li>Work collaboratively with the project team to ensure effective and efficient processing of grants and data collection, monitoring, and reporting is comprehensive.<\/li>\n<\/ul>\n<p><strong>Dealing with Problems:<\/strong><\/p>\n<p>Complexity of problems handled &amp; the degree of investigation, analysis, &amp; creative thinking required to solve them<\/p>\n<ul>\n<li>Experience with in depth analysis of current issues and providing innovative solutions.<\/li>\n<li>Demonstrated skills in dealing with the complexity of working with international and local NGO partners.<\/li>\n<li>Demonstrated ability to deal with comprehensive and demanding requirements of the donor.<\/li>\n<li>Effective decision-making regarding the most appropriate, effective and efficient approaches to ensure quality financial management, ensuring maximum alignment with donor requirements.<\/li>\n<li>Ability to develop and implement strategies to minimize project risks.<strong>Communications and Working Relationships:<\/strong><br \/>\nWorking contacts inside and outside the organization; include the purpose and level (high, medium, low) of the contact<br \/>\n<strong>\u00a0<\/strong><br \/>\n<strong>Internal:<\/strong><\/li>\n<li>Country Office (COs) and Project Areas: The position will collaborate with Programmes and Business Development and project staff including the Program Manager, technical experts, M&amp;E and finance staff at CO.\u00a0<strong>(high level)<\/strong><br \/>\n<strong>\u00a0<\/strong><br \/>\n<strong>External:<\/strong><\/li>\n<li>Plan International Canada \u2013 Women\u2019s Voice and Leadership Project Management team\u00a0<strong>(high level)<\/strong><\/li>\n<\/ul>\n<p><b>Women\u2019s rights organizations\u00a0<strong>(high level)<\/strong><\/b><\/p>\n<p><strong>Knowledge, Skills, Behaviors, and Experience Required to Achieve Role\u2019s Objectives:<\/strong><\/p>\n<p>Gained through education, training, &amp; experience<\/p>\n<p><strong>Knowledge, Experience and Skills<\/strong><\/p>\n<ul>\n<li>Academic qualification MA in project management or other relevant fields.<\/li>\n<li>At least 5 years\u2019 experience in project management, grant management, and financial management with more than one development aid donor.<\/li>\n<li>Proven experience in developing grant disbursement processes and project management tools and processes, including reporting guidance, work plans and monitoring templates.<\/li>\n<li>Understanding of feminist principles, gender equality, and women\u2019s empowerment.<\/li>\n<li>Coaching and mentoring skills for building the capacity of women\u2019s organizations in program management.<\/li>\n<li>Demonstrated knowledge of strategic work planning processes.<\/li>\n<li>Familiarity with Global Affairs Canada guidelines and requirements.<\/li>\n<li>Knowledge of development issues, trends, challenges and opportunities and implications to community development.<\/li>\n<li>Aptitude for cultivating strong relationships with stakeholders including women\u2019s organizations and donors.<\/li>\n<li>Excellent interpersonal and communication skills (written, oral) in English (verbal and written).
