Established in 1944, the WBG is one of the world\u2019s largest sources of funding and knowledge for development solutions. In fiscal year 2018, the WBG committed $67 billion in loans, grants, equity investments and guarantees to its members and private businesses, of which $24 billion was concessional finance to its poorest members. It is governed by 188-member countries and delivers services out of 120 offices with more than 16,000 staff located globally.<\/p>\n

The WBG consists of five specialized institutions: the International Bank for Reconstruction and Development (IBRD), the International Development Association (IDA), the International Finance Corporation (IFC), the Multilateral Investment Guarantee Agency (MIGA), and the International Centre for the Settlement of Investment Disputes (ICSID). IBRD and IDA are commonly known as the World Bank, which is organized into six client-facing Regional Vice-Presidencies, several corporate functions, and \u2013 as of July 1, 2014 \u2013 has introduced fourteen Global Practices (GPs) as well as five Cross-Cutting Solution Areas (CCSAs) to bring best-in-class knowledge and solutions to regional and country clients.<\/p>\n

Job Description<\/strong><\/p>\n

Job Title:\u00a0Environment Specialist\u00a0<\/strong><\/p>\n

The Environment & Natural Resources (ENR) Global Practice<\/strong><\/p>\n

The ENR Global Practice has five key business lines consisting of Lending and non-lending services in (1) Forests, Watersheds and Sustainable Landscapes (\u2018Green Business line\u2019); (2) Marine, Coastal, Aquatic Resources and Ocean Health (\u2018Blue Economy Business line\u2019); (3) Pollution Management and Environmental Health (\u2018Pollution Management Business line\u2019); (4) Environmental Economics, Policies and Institutions Business line, and (5) Safeguards\/ Environmental Risk Management Business line:\u00a0 Delivery of effective environmental risk management and sustainability by managing risk at the project level and creating opportunities to advance sustainable development. This includes provision of high-quality and timely safeguards services across the Bank, including current safeguards policies and the effective implementation of the new Environment and Social Framework (ESF) that was roll out on October 1, 2018.<\/p>\n

The ENR Global Practice in Sub Saharan Africa includes three units GENA1, GENA2 and GENA3. The mission of the GENA2 unit is to work with national and local governments and with communities to improve sustainable management of natural resources and improve preparedness to natural disasters in the following five Country Management Units: Cape Verde, Gambia, Guinea Bissau, Guinea,\u00a0 Senegal (AFCF1); Benin, Burkina Faso, C\u00f4te d\u2019Ivoire, Togo (AFCF2); Ghana, Liberia, Sierra Leone (AFCW1), Nigeria (AFCW2) and Chad, Mali, Mauritania Niger (AFCW3).<\/p>\n

Country and Position Context<\/strong><\/p>\n

The Country Management Unit consists of three countries under the Country Director based in Accra Office, who is responsible for the Bank\u2019s program in Ghana, Liberia and Sierra Leone. The specialist will be expected to be based in Accra and provide support to operations in Ghana, Liberia and Sierra Leone portfolio for effective application of Bank\u2019s environmental safeguard policies and standards.<\/p>\n

With respect to scope of environment work program, currently there are approximately 90 investment projects in Ghana, Liberia and Sierra Leone and several regional projects, which require environmental safeguard\/ standards support.\u00a0 The portfolio covers several Global Practices including energy, transport, water, agriculture, health, education, urban, climate change and environment. These projects require regular support of environment specialists to the project teams through close engagement with the client counterparts to ensure the environmental risks are identified early during project preparation, as well as mitigated and supervised in accordance with the Bank\u2019s Environment and Social Standards (ESS).<\/p>\n

The Environment Specialist will be based in Accra, Ghana and will be supporting a broad portfolio of lending, policy dialogue and safeguards activities primarily for AFCW1.\u00a0 The Selected candidate will work under supervision of the Practice Manager for GENA2 based in the WB \u2018s Washington Office and under the guidance of the senior environment specialist based in Ghana.\u00a0 He\/she will have the following main duties and responsibilities:<\/p>\n

Safeguard\/ Environment and Social Standards<\/strong><\/p>\n

\u2022During project preparation: assess the project\u2019s potential environmental footprint and determine which of the Bank\u2019s safeguards policies and\/or Environment and Social Standard (ESS) will be triggered; guide the borrower\/project implementation agency in process of preparing the necessary safeguard instruments and review them for quality; contribute well-written summaries of key safeguards instruments for inclusion in project documentation; and assist in the preparation of Environmental and Social Risk Classifications (ESRCs) and Environmental and Social Commitment Plans (ESCPs). This will also entail helping staff or client to assure the quality of project documentation before submission to the Regional Safeguards Adviser Secretariat for review and approval.D<\/p>\n

\u2022During both preparation and implementation: go beyond narrow policy compliance to looking for opportunities to improve the environmental outcomes of the project. Work closely with the project task team and especially the Social Safeguards Specialist assigned to each operation and provide back up support as required. Ensure compliance of all project financed activities, including those relating to associated facilities with the WB\u2019s Safeguards policies and the ESSs and the Bank Environmental, Health and Safety Guidelines.<\/p>\n

\u2022Provide support for the screening of Bank projects for environmental risks, impacts, and vulnerabilities and identify risk management opportunities\/strategies including labor influx, occupational health and safety and climate change mitigation and adaptation in Bank projects.<\/p>\n

\u2022Participate as a team member in the preparation and\/or supervision of environmental safeguards policy \/ standards requirements in different Bank funded operations, maintain regular dialogue with the client and enhance their capacity on environmental policies; and contribute to Aide Memoires.<\/p>\n

\u2022Contribute to and participate in quality reviews within the region and provide environmental input in project documents including Concept Review, Appraisal and Decision\/Negotiations Packages<\/p>\n

Operations and Policy Dialogue<\/strong><\/p>\n

\u2022Contribute to inputs and support to Environment and Natural Resources sector dialogue in Ghana and in the AFCW1 CMU<\/p>\n

\u2022Contribute to the preparation and supervision of ENR projects in Ghana.<\/p>\n

\u2022Participate in policy dialog with the government and other stakeholder relevant to environment or natural resources in Ghana.<\/p>\n

\u2022Coordinate and carry out other tasks as requested by the relevant Practice manager such as contribute to the organization of training or knowledge sharing events.<\/p>\n

Selection Criteria<\/strong><\/p>\n

\u2022Master\u2019s degree in Environmental Engineering or Environmental\/Natural Resources Science<\/p>\n

\u2022At least 5 years of experience in working on and managing environment projects<\/p>\n

\u2022Demonstrated knowledge of international standards and codes of practices in the environment sector including WBG Environmental and Social Standards (ESSs) and experience with the application of the World Bank\u2019s environmental safeguards policies;<\/p>\n

\u2022Excellent written and verbal communication skills in English.<\/p>\n

Technical Competencies<\/strong><\/p>\n

\u2022Good knowledge of environmental legislation, regulatory and institutional arrangements in African countries.<\/p>\n

\u2022Understanding of the Bank\u2019s policies and financial instruments;<\/p>\n

\u2022Solid experience in conceptualizing, developing and supervising natural resources management projects<\/p>\n

\u2022Ability to translate technical and cross-country knowledge into practical solutions and contributions to country and sector strategies.<\/p>\n

\u2022Ability to conduct policy discussion in climate change, environment and natural resource management with representatives of the government and non-government partners<\/p>\n

\u2022Experience in successfully applying environmental safeguard policies<\/p>\n

\u2022Experience in conducting environmental and social development consultative and participatory approaches<\/p>\n

\u2022Strong client orientation with the ability to build an understanding with implementing agency counterparts on the value-added of Bank safeguards and ESF;<\/p>\n

\u2022A penchant for solving problems rather than merely identifying them;<\/p>\n

\u2022Field experience is preferred.<\/p>\n
