In order to sharply focus the objectives of the Ten Year Strategy (2013 \u2013 2022) and ensure greater developmental impact, five major areas, all of which will accelerate our delivery for Africa, have been identified for scaling up, namely; energy, agro-business, industrialization, integration and improving the quality of life for the people of Africa.<\/p>\n<p><strong>Job Description<\/strong><\/p>\n<p><strong>Job Title:\u00a0Treasury Officer<\/strong><\/p>\n<p><strong>THE COMPLEX:<\/strong><\/p>\n<p>The Vice Presidency for Finance (FIVP) oversees the financial management of the Bank Group. This encompasses the Bank Group\u2019s treasury activities including borrowings from the capital markets and investment activities; controllership functions including financial reporting and loan administration; strategic resource mobilization and the strengthening of the non-statutory financial resources and instruments; the overall asset\/liability management for the Bank Group.<\/p>\n<p><strong>THE HIRING DEPARTMENT\/DIVISION<\/strong><\/p>\n<p>The Treasury Department is responsible for raising funds from capital markets, managing and investing the Bank Group\u2019s liquidity and shareholders\u2019 funds, processing and settlement of all financial transactions and managing the institution\u2019s banking relationships.<\/p>\n<p>Under the supervision of the Division Manager Treasury Operations Division (FITR.2) and the Head of Client Services &amp; SWIFT (CSS) section, the\u00a0<strong>Treasury Officer\u00a0<\/strong>handles the settlement of administrative expenses, salaries, payment cards administration and develops post settlement activities by ensuring the timely and accurate resolution of investigations related to the transaction payments. The incumbent also handles OFAC\/KYC\/AML queries<\/p>\n<p><strong>THE POSITION<\/strong>.<\/p>\n<p>The objective of the job is to serve as SWIFT expert, SAP master data and Prepaid card management:<\/p>\n<ul>\n<li>Manage the Bank\u2019s payment systems (SWIFT and others).<\/li>\n<li>Review, Verify and Monitor the Bank vendor\u2019s payment instructions entered in SAP database<\/li>\n<li>Administer Prepaid Cards and related payments<\/li>\n<li>Manage investigations and OFAC\/KYC\/AML queries<\/li>\n<\/ul>\n<p><strong>Duties and responsibilities<\/strong><\/p>\n<p>Under the supervision of the Division Manager of Treasury Operations, the responsibilities of the Treasury Officer includes, but are not limited to the following:<\/p>\n<ul>\n<li>Manage the Bank\u2019s payment systems (SWIFT and others).\n<ul>\n<li>Ensure that the Bank payment systems comply with International Payment Standards.<\/li>\n<li>Conduct necessary tests to ensure database integrity during the migration of the Bank payment\u2019s systems.<\/li>\n<li>Maintain the SWIFT BIC code database and manage SWIFT Relationship Management Agreement (RMA)<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li>Review, Verify and Monitor the Bank vendor\u2019s payment instructions entered in SAP database\n<ul>\n<li>Ensure vendors (staff and suppliers) payments instructions are correctly defined in SAP and that amendments and additions are timely reflected.<\/li>\n<li>Receive and verify in SAP, staff and suppliers payment details input by staff and received from accounting, human resources, procurement and<\/li>\n<li>administrative assistants in Country Offices.<\/li>\n<li>Monitor and verify that account details and banks information comply with international standards and update vendor master records in SAP.<\/li>\n<li>Update the banks master records in SAP.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li>Administer Prepaid Cards and related payments\n<ul>\n<li>Ensure that the prepaid cards are generated for all payments on the SAP [ERP] payment lists.<\/li>\n<li>Monitor a Web-based system to provide real time transaction report of all prepaid card expenses.<\/li>\n<li>Provide timely customer services in delivering cards to users<\/li>\n<li>Verify the cards printed and delivered to end users to ensure conformity with SAP payment list before release to beneficiaries.<\/li>\n<li>Liaise with the Cash Management unit to ensure funds availability to replenish the card bank accounts.<\/li>\n<li>Investigate rejected payments and follow up with accounting, payroll &amp; pension or other departments of the Bank that has requested the cards for regularization.<\/li>\n<li>Instruct and monitor the cancellation of general ledger account posting for cancelled payments.<\/li>\n<li>Conduct ongoing review of exceptions of card payments and propose solutions for improvements in efficiency and controls.<\/li>\n<li>Monitor fraud and alert management system to activate, suspend, and cancel a card<\/li>\n<li>Ensure that for each end user cards the file contains exhaustive data as regards to OFAC\/KYC\/AML policy.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Selection Criteria<\/strong><\/p>\n<ul>\n<li>Minimum of a Master\u2019s degree or equivalent qualification in Business Administration, Finance, Banking, Accounting, Economics or similar fields<\/li>\n<li>5 years\u2019 relevant practical working experience in payments, investigations and SWIFT messaging<\/li>\n<li>Good understanding of payment processing especially SWIFT messages<\/li>\n<li>A strong knowledge of capital market operations and instruments<\/li>\n<li>Demonstrable understanding and application of accounting principles<\/li>\n<li>Strong Numerical and Analytical skills.<\/li>\n<li>Marketing and presentation skills are needed to communicate with stakeholders<\/li>\n<li><strong>Client orientation<\/strong>: Ability to ensure that the client is considered to be of primary importance in all transactions and interactions. Strive to understand, and when appropriate, anticipate client needs, and ensure that the client receives the best possible service from the Bank.<\/li>\n<li><strong>Team work and relationship:<\/strong>\u00a0Ability to work with others to maximize the effectiveness of the team as a whole, sharing the knowledge and workload. Develops strong working relationships with colleagues and contributes to creation of a positive team environment<\/li>\n<li><strong>Problem solving:<\/strong>\u00a0Ability to apply business knowledge to the resolution of problems and identify solutions to the benefit of the client (internal and external) and the organization.<\/li>\n<li>Strong ability to work under pressure<\/li>\n<li>Demonstrated knowledge and use of a treasury system ( preferably SUMMIT), Bloomberg plus\u00a0 common IT skills<\/li>\n<li>Good written and verbal communication in English or French and preferably, working knowledge of the other language.<\/li>\n<li>Competence in the use of Bank standard software (Word, Excel, Access PowerPoint and SWIFT). \u00a0Knowledge of SAP or other integrated Enterprise Resource Planning (ERP) system preferably in TR-Treasury customization.
