The University of Cape Coast in Partnership with the Louisiana State University Agricultural Center in the USA with hire three program staff and an office manager for the Monitoring, Evaluation, and Technical Support Services (METSS) Project that will be based in North Labone, Accra. These two Universities will work with the United States Department of Agriculture to provide the Economic Growth Office of the USAID\/Ghana Mission Technical Assistance for its economic growth and food security programs. This project began in 2010 and may continue through September, 2013, depending on funding from the U.S. Government. The duration of the employment agreement with the University of Cape Coast will be determined by the availability of funds for the METSS Project.<\/p>\n

1. Financial Management Specialist (0.25 FTE)<\/strong><\/p>\n<\/div>\n

Job Description<\/strong><\/p>\n

  1. Office cash management<\/li>\n
  2. Payment of recurring monthly expense for the operation and maintenance of the AUP Office, such as utilities and office supplies,<\/li>\n
  3. Handle office imprest<\/li>\n
  4. Make infrequent expenditures, such as office and vehicle repair and maintenance<\/li>\n
  5. Establish and maintain a file of all expenses incurred by the AUP Office<\/li>\n
  6. He\/she will work with the Finance Section of the University of Cape Coast (UCC) to prepare the METSS Project Invoices of its expenses and will participate in the submission of monthly expense information, quarterly projections, and annual operating budgets to the USDA HQ as per an agreed upon schedule.<\/li>\n
  7. Arrange logistic for the Accra-based University Partnership Team (AUPT), the METSS Project advisors that are embedden in the Ministries, and the University Partnership and USDA expertise, who will travel to Accra\u00a0for Short Term Technical Assistance (STTA) activities.<\/li>\n
  8. He\/she\u00a0will have overall responsibility for the effective and efficient use of the\u00a0AUP Office’s vehicles and drivers. This will involve monitoring vehicle trip\/travel records and ensuring that the drivers comply with other requirement of their job description.<\/li>\n<\/ol>\n

    Required Skills or Experience<\/strong><\/p>\n

      \n
    • University degree in administration or financial management<\/li>\n
    • Previous experience in project management, either public\u00a0or NGO<\/li>\n
    • Proficient in the use of MS Office<\/li>\n
    • Good computer skills: Knowledge of Excel, other Office software and internet competency<\/li>\n
    • Proven experience in basic logistics<\/li>\n
    • Proven experience in procurement and office asset management<\/li>\n
    • Strong communications skills, with excellent written and spoken English<\/li>\n<\/ul>\n<\/div>\n<\/div>\n
      2. \u00a0<\/strong>Program Specialist for Information and Knowledge Management (IKM)<\/span><\/div>\n
      \n

      The IKM\u00a0Technical Assistant will manage the Technical Support for Information and Knowledge Management Component of the Project. The objective for this position is to assist the USAID\/Ghana mission to develop and implement an information sharing strategy which includes stakeholders, participants and partners. The incumbent will thus, develop and implement a strategic and tactical framework for leveraging information to support the development of a plan for maintaining and distributing technical information.<\/p>\n

      Specific duties and responsibilities include but not limited to the following:<\/strong><\/p>\n

        \n
      1. Set information priorities including the determination of the kind of information that will help METSS to fulfill its mission of providing technical support to the Economic Growth team of USAID-Ghana.<\/li>\n
      2. Identify information sources.<\/li>\n
      3. Establish and maintain a data base on assistance to Ghana, including:\u00a0USG assistance; multi-lateral and bilateral loans and grants; private assistance (eg. foundations and corporate grants); and, public private assistance related to agriculture. Maintain an electronic library (e-library) of agricultural technical reports and data bases that include uses of Geographical Information Systems<\/li>\n
      4. Respond to information requests with short turn-around time requirements by coordinating Short Term Technical Assistance (STTA) provided by the USDA\/University Partnership expertise<\/li>\n
      5. Develop vignettes and success stories that convey the content and impact results of USG funded activities for the purpose of communicating with USAID stakeholders and constituents<\/li>\n
      6. Coordinate the conduct of in-depth analyses of various sectors activities and issues (eg. clarifying problematic challenges; policy positions; or analytical work on gender, biodiversity, climate change, water and sanitation, poverty alleviation) through Short Term Technical Assistance from USDA\/University Partnership expertise<\/li>\n
      7. Assist in the timely submission of required quarterly program progress reports to USDA HQ for later submission to USAID\/Ghana as per an agreed upon schedule; and ,<\/li>\n
      8. Assist in the timely submission of monthly expense information, quarterly projections, and annual operating budgets to USDA HQ for later submission to USAID\/Ghana as per an agreed upon schedule<\/li>\n<\/ol>\n
