Position: Monitoring, Evaluation and Learning Coordinator<\/strong>

\nPurpose:\u00a0 How does this post support Plan International\u2019s strategy and mission?\u00a0Plan International is an independent non-profit organization that advances children\u2019s well-being and equality for girls. Working in building powerful partnerships for children for over 80 years and present in 70 countries, Plan International strives for a just world, tackling the root causes of the challenges facing girls and all vulnerable children while working together with children, young people, our supporters and partners.<\/p>\n

The program departments of Plan\u2019s Country Offices in WACA have MER units whose purpose is to improve program quality and accountability through supporting and implementing high quality MER in programs and projects, and, to provide evidence for programme design, planning and effectiveness.
\nThe MEL Coordinator is a member of the MER unit. The role of the position is to contribute to ensuring programme quality and accountability at project level. The position supports and supervises the monitoring, evaluation, studies, research and the dissemination of the results in Project. Ensures those results are used in a way to improve the quality of the projects in the project.<\/p>\n

Dimensions of Role:
\nThe MEL Coordinator will support the accountability for developing and implementing the project\u2019s MEL system, support the provision of capacity development in M&E to local organizations, and developing and implementing the project\u2019s knowledge management system, all with the ultimate objective of improving program effectiveness.<\/p>\n

Typical Responsibilities \u2013 Key End Results of Position:
\nSupport the monitoring and evaluation system, tools and processes development
\nSupport the finalization and validation of Performance measurement frameworks with relevant stakeholders
\nSupport the integration of indices designed as composite measurements that aggregate, rank and summarize multiple indicators and data points.
\nSupport the development of qualitative and quantitative monitoring tools suited to the needs and capacities of WROs operating at different levels.
\nConduct project monitoring inclusive of tool design and development; data collection, cleaning and compilation; analysis, validation and sharing with relevant stakeholders.
\nSupport the establishment and maintenance of Management Information System to systematically collect, store and analyze output and activity information.
\nSupport the conduction of project baseline and endline studies inclusive of developing Terms of Reference and ensuring consultants deliver high quality reports (support in verifying the methodology, the relevance of the tools, and the quality of the report submitted) and value for money.<\/p>\n

Communications and Working Relationships:
\nWorking contacts inside and outside the organization; include the purpose and level (high, medium, low) of the contact
\nHigh level contact Internal: the Project level program team, implementing partner organizations, entrepreneurs and VSLAs, and Plan International Canada
\nMedium level contact: the Project operations team, the CO based technical advisors
\nLow level contact:\u00a0 Maintains low contact with other staff from the Program Unit and country offices to offer support for understanding and implementation of the WISE related activities<\/p>\n

Knowledge, Skills, Behaviours, and Experience Required to Achieve Role\u2019s Objectives:
\nGained through education, training, & experience.<\/p>\n

Qualification and Experience
\nAdvanced degree in statistics, measurement, planning, monitoring & evaluation, development studies, Social science, or other relevant fields.
\nA minimum of 4 years\u2019 experience in program planning, monitoring, evaluation, learning and research of development projects.
\nGood understanding of results-based management tools and approaches
\nDemonstrable good experience in developing and implementing MEL systems, inclusive of Management Information Systems
\nGood knowledge of the processes, procedures and systems in project planning, management, monitoring, evaluation and reporting.
\nGood experience in leading quantitative and qualitative tool design and data collection techniques, statistical analysis, and data presentation and validation of results.
\nKnowledge in women\u2019s economic empowerment programming and working with different stakeholders (the private sector, government and non-profit organizations) is an advantage.<\/p>\n

Skills Specific to the post needed to put knowledge into practice.
\nDemonstrable experience in implementing MEL frameworks in multimillion-dollar institutional grants through donors such as Global Affairs Canada, USAID, DFID and European Union.
\nStrong understanding of feminist principles, gender equality, and women\u2019s economic empowerment.
\nStrong understanding of monitoring and evaluation, and results-based management tools and approaches.
\nStrong understanding and proven application of project cycle management.
\nSkills in the design, entry, analysis of data in Microsoft Excel and Access as well as for Microsoft word and PowerPoint; knowledge of statistical software (e.g. SPSS) preferred
\nExperience in SAP is an advantage
\nSolid writing skills (report writing etc.)
\nSelf-starter takes initiative and works with minimal direct supervision.
\nStrong inter-personal and cross-cultural skills.
\nFlexible, able to shift directions quickly and occasionally work long hours to meet tight reporting deadlines.<\/p>\n

Physical Environment and Demands:
\nMay be \u201ctypical office environment\u201d; note if heavy lifting, climbing, excess travel, etc.<\/p>\n

Travel requirements
\nThis post holder will be stationed in Sunyani in the Bono Region with regular travel (approximately 50% of time) to project locations where the partner organizations operate.<\/p>\n

\nResponsibilities of this job require a low level of contact with children. Plan International\u2019s global policy on safeguarding children and young people will be adhered to at all times.<\/p>\n
