1. Procurement Specialist<\/strong><\/p>\n

Supervisor:<\/strong>\u00a0Deputy Country Director<\/p>\n

Job Summary:
\n<\/strong>Perform purchasing functions and provide management assistance and technical expertise in the Purchasing Department with an emphasis on support of international procurement, small business plans and general compliance with funder requirements.<\/p>\n

  1. Assist Management\u00a0 in development, management, implementation and evaluation of appropriate systems, programmes and services related to the procurement function<\/li>\n
  2. Assist Management in development and evaluation of departmental and over all domestic and international organisational goals and objectives, specifically as relate to purchasing and vendor management systems<\/li>\n
  3. Participate in the development and implementation of training activities in the areas of purchasing control, ethics, small business utilisation and donor agency regulations\/restrictions<\/li>\n
  4. Provide procurement and technical\/regulatory support to the Country Office and assist with the development and maintenance of written procurement policies in line with FHI and donor regulations<\/li>\n
  5. Perform other related duties as assigned<\/li>\n<\/ol>\n

    Contribution:<\/strong><\/p>\n

      \n
    1. Provide technical assistance and support to Country Office as appropriate, particularly in regard to funder-mandated purchasing rules and restrictions<\/li>\n
    2. Coordinate and support the implementation of FHI Purchasing procedures, particularly in consideration of compliance with specific funding agency requirements<\/li>\n
    3. Perform routine Purchasing functions: review\/process requisitions, issue bid requests and Purchase Orders with a delegated authority $10,000<\/li>\n
    4. Support Management through researching and drafting appropriate\u00a0funding approval letters, and other activities directed toward resolving donor compliance issues<\/li>\n
    5. As required, acts as liaison to internal and external constituencies, vendors, sponsors, government agencies etc<\/li>\n<\/ol>\n

      Type and Nature of Contacts:<\/strong><\/p>\n

        \n
      1. Routine coordination and instructional dialog with FHI employees, contractors and funding agency representatives both on-site and as support to Country and Regional offices<\/li>\n
      2. Represent FHI as contact and internal advocate<\/li>\n
      3. Serve as a liaison to US\u00a0regulatory agencies and government officials<\/li>\n<\/ol>\n
