The Fair Wages and Salaries Commission (FWSC) is looking for qualified, goal-oriented and results-driven persons with exceptional qualities for appointment to the following position<\/p>\n

Job Description<\/strong><\/p>\n

Job Title: Director, Performance Management<\/strong><\/p>\n

Job Purpose<\/strong><\/p>\n

\u2022 To provide leadership, technical and operational direction in the implementation of Performance Management with the aim of ensuring a linkage between pay and performance\/productivity in the public service.<\/p>\n

Duties and Responsibilities<\/strong><\/p>\n

\u2022 Provides technical inputs to management on the formulation and implementation of Government Policy to manage performance in the public service;
\n\u2022 Oversees the management of the human, material and financial resources of the Directorate to improve efficiency;
\n\u2022 Coordinates the development and implementation of operational work plan for the Directorate;
\n\u2022 Oversees the design of framework for the implementation and management of performance in the public service with a view to linking pay to productivity;
\n\u2022 Leads processes towards the determination of performance management and productivity indicators and their measurement at various levels of the Performance Management System;
\n\u2022 Coordinates the implementation of a merit-based reward, incentive and corrections system in the Public Service and ensure a linkage of pay to productivity in the public service;
\n\u2022 Coordinates the development and institution of Change-Management and organisational development programmes in the public services to facilitate improved performance;
\n\u2022 Supervises the preparation and submission of annual budget, quarterly and annual report of the Directorate;
\n\u2022 Oversees the implementation of performance management in the Directorate.<\/p>\n

Qualification Required & Experience<\/strong><\/p>\n

\u2022 A Master\u2019s Degree in Human Resource Management, Industrial Psychology or any related Social Science discipline with not less than 10 years work experience in Human Resource Management role, 6 years of which must be in a Senior Management position<\/p>\n

\u2022 Excellent skills in performance management and indicators;
\n\u2022 Good knowledge in the use of monitoring and evaluation frameworks;
\n\u2022 Good Policy Analysis skills;
\n\u2022 Good Report Writing Skills;
\n\u2022 Average Performance Management skills;
\n\u2022 Good knowledge of the public service;
\n\u2022 Good Grievances handling and Negotiations skills;
\n\u2022 Average Change Management skills;
\n\u2022 Good Strategic Thinking;
\n\u2022 Good communication and presentation skills;
\n\u2022 Strong analytical and quantitative skills;
\n\u2022 Good knowledge in the use of Microsoft Office Suite.<\/p>\n
