Job Description<\/strong><\/p>\n Job Title:\u00a0Project Officer\u00a0<\/strong><\/p>\n Project Overview<\/strong><\/p>\n ICMPD is inviting all interested candidates to apply for the Project Officer position, for the SBS Ghana project.<\/p>\n The overall objective of SBS ghana to contribute to reducing irregular migration, by strengthening the capacities of national agencies, academic institutions and CSOs working in the area of migration, for improved service delivery and coordination at all levels including cooperation and coordination with neighboring countries and by enhancing border management and security. The project has two<\/p>\n components: 1. Support to Ghana Immigration Service; 2. Demand-Driven Facility (DDF) for CSOs, universities, and media (support to innovative projects).<\/p>\n Please note that this position is subject to approval and availability of project funds. Job Description:<\/p>\n The Project Officer is responsible for the implementation and coordination of project activities. S\/he supports the planning of project activities and coordinates implementation in collaboration with project stakeholders, beneficiaries, experts, and partners.<\/p>\n TheProjectOfficeradministersproject inputs according to the approved project documentation, work plans and budgets, and in line with ICMPD\u00b4s rules and business processes as well as partner and donor agreements. S\/he is responsible for the timely achievement of high-quality outputs within the assigned area of work.<\/p>\n 1The Project Officer plans to organize and supervises the work of experts and contractors ensuring high quality and timeliness of their outputs. S\/he contributes to the production of substantive project content and prepares inputs to donor and other substantive reports. The Project Officer contributes to the overall planning of the project and participates in project communications and monitoring activities preparing content and inputs. The Project Officer assesses project results and formulates inputs to the development of new initiatives.<\/p>\n TheProjectOfficerworksunderthesupervisionoftheProjectManagerandinclosecollaborationwith other project team members, particularly the project assistant(s), and project experts. S\/he cultivates contacts with the project stakeholders and partners at the working level.<\/p>\n Tasks And Responsibilities Plan and organize activities in the assigned area of work in line with the project\u00b4s work plan ensuring the timely accomplishment of work outputs.<\/p>\n Identify bottlenecks. Propose solutions and corrective action when required and take action to implement.<\/p>\n Analyze and synthesize information for implementation of project activities and coordinate tasks with partners in the assigned area of work.<\/p>\n Monitor execution, quality of activities, and reporting under the Demand Driven Facility (DDF) component.<\/p>\n Liaise with stakeholders under the Demand Driven Facility (DDF) component. In coordination with Project Manager contribute to the development of the DDF M&E Framework. Initiate and follow up on mobilization of experts, goods and services, capacity building, and grants schemes. Prepare inputs to Terms of References and specifications.<\/p>\n Organize consultant selection processes and interview panels.<\/p>\n Participate in tender evaluations as a member of the evaluation panel.<\/p>\n Coordinate work of experts, consultants, and contractors ensuring that content and outputs are produced timely, according to the project work plan and ICMPD\u00b4s quality standards. Organize project events, meetings, workshops, and other activities in line with the project\u2019s work plan in the assigned area of work. Draft agenda, identify participants and resource persons. Prepare inputs to speeches and presentations.<\/p>\n Contribute to the development of the project\u2019s communications and visibility plan. Prepare and coordinate the preparation of inputs to its implementation.<\/p>\n Draft project correspondence.<\/p>\n Update the project contacts database.<\/p>\n Project Administration And Compliance<\/strong><\/p>\n Maintain up-to-date project information including in the ICMPD project management tool. Keep project assistant(s) informed about the project implementation progress. 2.<\/p>\n Regularly monitor expenditures and disbursements for the assigned area of work to ensure that budget allocations are not exceeded. Take corrective action as required.<\/p>\n Initiate and follow-up on the recruitment processes of consultants according to ICMPD\u00b4s consultant management procedures.<\/p>\n 2 Initiate and follow-up on service contracts or grants scheme related to the DDF component, according to ICMPD`s rules.<\/p>\n Initiate and follow-up on procurement processes according to ICMPD`s procurement rules. Support the management of consultant and procurement contracts. Confirm receipt of services and initiate payments according to the agreed payments schedule. Ensure preparation of timesheets for project consultants. Evaluate the performance of consultants according to the consultant\u2019s performance management system.<\/p>\n Maintain project documentation electronically and on a physical file.<\/p>\n Review, comment upon, and revise work outputs of consultants and contractors. Prepare inputs to project reports, presentations, briefs.<\/p>\n Contribute To Production Of Project Content By Contribute to the review and assessment of project results by identifying and recording best practices\/lessons learned.<\/p>\n Coordinate the collection of DDF partner’s reports (narrative, financial, M&E reports). Analyze DDF partner’s reports and advise Project Manager on the quality and relevance of reporting. Contribute to the development and formulation of inputs to new project concepts, proposals, work plans, and budgets as requested.<\/p>\n Key Results<\/strong><\/p>\n Project activities in the assigned area of work organized and implemented according to the work plan. Project inputs administered according to ICMPD\u00b4s rules and processes and donor requirements. Processes with external stakeholders, partners, consultants, and contractors managed promptly. Deliverables of project consultants and contractors monitored and controlled. Financial expenditures on activities level controlled and maintained within the budgetary limits. Qualitative and timely contributions to the formulation of project content provided. Qualitativecontributionsmade towards the assessment of project results and identification of lessons learned.<\/p>\n Incumbent Profile<\/strong><\/p>\n A minimum of 3 years of experience in project implementation (NGO or international organization).<\/p>\n Substantive knowledge of migration issues.<\/p>\n Work experience in the field of migration is an asset.<\/p>\n Knowledge of the development sector in Ghana.<\/p>\n Knowledge of the civil society sector in Ghana.<\/p>\n Experience in the management of procurement (services and equipment) is an asset. Experience in the management of grants is an asset.<\/p>\n Strong organizational skills with attention to detail and accuracy.<\/p>\n Experience in managing conflicting priorities and working with tight deadlines. Strong teamwork and interpersonal skills.<\/p>\n 3 Adaptability and flexibility.<\/p>\n Strong ICT skills in MS applications.<\/p>\n Solid analytical, drafting, and organizational skills.<\/p>\n Good communication and problem-solving skills.<\/p>\n Experience in stakeholder relations management.<\/p>\n Supervisory experience in the management of experts as required by the position. Professional training in project cycle management in an asset.<\/p>\n Willingness to travel (including field missions).<\/p>\n Corporate Qualifications<\/strong><\/p>\n Experience in an international context.<\/p>\n Proficiency in (verbal\/written) English, proficiency French is an asset.
