The activities under this component will assist the Government of Ghana to put in place a\u00a0sound framework and processes for spatial planning and development (including Special Economic\u00a0Zones), that can lead to increased investments and to maximize their economic rate of return in\u00a0terms of jobs, incomes and productivity growth.<\/p>\n<p><strong>Job Description<\/strong><\/p>\n<p><strong>Job Title:\u00a0Project Component 2 Technical Specialist<\/strong><\/p>\n<p><b>Under the supervision of the Project Coordinator, the consultant will undertake the following tasks:<\/b><\/p>\n<ul>\n<li>Work closely with the relevant Implementation Agencies (IAs) and the Project\u00a0Coordinating Unit (PCU) Team to plan and deliver on the objectives of the Project\u00a0Component.<\/li>\n<li>Coordinate with partners and stakeholders for effective implementation of the Project.<\/li>\n<li>Oversee\/monitor the implementation of the project component activities and provide\u00a0overall guidance to the institutions mentioned above in terms of technical\u00a0implementation of the project component activities.<\/li>\n<li>Provide expertise\/technical support and strategic advice to the IAs in developing\u00a0project implementation work plans and budgets.<\/li>\n<li>Ensure timely and effective management of the Project and implementation of all\u00a0activities listed in the Work Plan (WP)<\/li>\n<li>Assist in drafting progress reports against agreed performance indicators;<\/li>\n<li>Participate in project coordination and peer review meetings with Project Team<\/li>\n<li>Assist the IAs in drafting the Technical ToRs relating to the component for\u00a0consultancy assignments<\/li>\n<li>Review draft documents prepared by various experts and provide substantive\u00a0actionable comments on draft documents produced to improve the quality,\u00a0consistency and strategic contribution<\/li>\n<li>Contribute to the analysis and drafting of excerpts of the technical documents, as\u00a0needed<\/li>\n<li>Assist in facilitating workshops and consultations with beneficiaries, other\u00a0consultants and institutions involved in project activities<\/li>\n<li>Contribute and provide inputs to the reports to be generated by the IAs<\/li>\n<li>Collect data, document the results of the project and assist in preparing progress\u00a0reports, including inputs to the project\u2019s M&amp;E plan.<\/li>\n<li>Support the accurate and timely submission of quarterly, annual and end of project\u00a0activity progress\/narrative reports and financial reports pertaining to the relevant IAs.<\/li>\n<li>Identify lessons learned and best practices from the project implementation process\u00a0and provide necessary support for improving the GETP activities at all levels;<\/li>\n<li>Arrange skills transfer and knowledge sharing opportunities with the IAs<\/li>\n<li>Provide other guidance upon request.<\/li>\n<\/ul>\n<p><b>B. Duration of Assignment<\/b><\/p>\n<p>The expert will be contracted for an initial period of 24months. The assignment may however be\u00a0extended on an annual basis if the consultant performs well in her\/his tasks and responsibilities\u00a0as evaluated by the PCU, taking into account inputs from relevant stakeholders including the\u00a0relevant implementing agencies.<\/p>\n<p><b>C. Consultant Qualifications and Experience<\/b><\/p>\n<p>The position requires work of a conceptual, analytical and advisory nature at the higher\u00a0professional level related to development, and project work that require substantive innovation\u00a0and may involve some functions that are supervisory in nature to oversee project activities.<\/p>\n<p><b>Qualifications at this level include an advance degree and relevant experience commensurate\u00a0<\/b><b>with the job. Specifically, the Consultant will possess the following qualifications and\u00a0<\/b><b>experience :<\/b><\/p>\n<ul>\n<li>Advanced degree in project management, Public Policy, Economics, Law, Business\u00a0Administration\/Management, Development Studies, or related discipline;<\/li>\n<li>At least 8 years of relevant professional experience in supporting and providing technical\u00a0assistance to public institutions, preferably in the area of Special Economic Zones, Industrial\u00a0Parks, or Free Zones development and operation.<\/li>\n<li>Proven ability to technically back stop and manage complex project work<\/li>\n<li>Experience in managing or working on donor funded projects a plus<\/li>\n<li>Experience working with the Ghanaian Private sector<\/li>\n<li>Demonstrated experience in writing technical TORs<\/li>\n<li>Ability to identify, analyze and propose practical solutions to managerial, technical and broad\u00a0range of operational issues<\/li>\n<li>Excellent written communication skills, including ability to write succinctly and persuasively\u00a0in plain English of publishable quality and to build stakeholder understanding and buy-in of\u00a0more complex situations<\/li>\n<li>Ability to work under pressure with tight deadlines, including the ability to integrate feedback\u00a0of team, manage and facilitate group discussions.<\/li>\n<\/ul>\n<p><b>D.
