In partnership with government clients and local experts, our high-quality programs in Africa, Asia, Latin America, and the Middle East are known for impact and innovation.<\/p>\n<p><strong>Job Description<\/strong><\/p>\n<p><strong>Job Title:\u00a0Finance and Administration Director<\/strong><\/p>\n<p><strong>Project Description<\/strong><\/p>\n<p>Abt Associates, a major American research, technical assistance, and international development company, seeks highly qualified candidates for the Finance and Administration Direcor position for the anticipated five-year USAID-funded Ghana Trade and Investment Activity. The project\u2019s purpose is to improve the enabling environment for Ghana\u2019s economic growth, including, but not limited to: i) facilitating growth in export-oriented trade; ii) improving and developing quality production standards; iii) catalyzing investments in private enterprises operating in the high-value commercial crops; iv) promoting job creation, particularly among women and youth; v) promoting economic diversification; and vi) increasing foreign exchange revenues from high-value export crops. The Trade and Investment Activity will facilitate investments in firms that trade goods across borders, spur innovation, and build the capacity of the entire trade sector. The position will be based in Accra, Ghana and is contingent upon project award to Abt Associates.<\/p>\n<p><strong>Job Summary<\/strong><\/p>\n<p>The Finance and Administration Director is responsible for the primary oversight and in-country leadership of all financial reporting, human resources, and administrative operations through the life of the program. In particular, s\/he will oversee financial operations for the program and conduct continual reporting to ensure the financial health of the program and the correct usage of funds.<\/p>\n<p><strong>Key Roles And Responsibilities<br \/>\n<\/strong><\/p>\n<ul>\n<li>Develop and maintain sound financial management systems in line with USAID rules and regulations, accounting best practices, and Abt Associates policies and procedures<\/li>\n<li>Lead the development, monitoring, and review of project budgets in line with national laws, donor regulations, and corporate policies<\/li>\n<li>Produce budget projections and reports for submission to USAID and Abt home office<\/li>\n<li>Review financial analyses and budget vs. expense reports to determine reasonableness of variances and take appropriate actions as required<\/li>\n<li>Maintain regular communications with the senior management team providing relevant and timely financial information for planning and decision-making purposes<\/li>\n<li>Oversee financial audits<\/li>\n<li>Oversee Operations and Administration staff, ensuring that functions are performed timely and accurately<\/li>\n<li>Lead recruitment, orientation and training of new administrative or accounting staff<\/li>\n<\/ul>\n<ul>\n<li>\n<ul>\n<li>Ensure implementation of and adherence to Abt Associates Human Resources policies including compliance with national labor law<\/li>\n<li>Negotiate with vendors for best terms for procuring goods, supplies, and services in compliance with USAID and Abt Associates policies and procedures<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Preferred Qualifications<br \/>\n<\/strong><\/p>\n<ul>\n<li>Masters degree in accounting, finance, business administration or other relevant field<\/li>\n<li>At least ten years of experience in financial analysis, financial reporting, cash flow analysis, budget development and forecasting on donor-funded projects. USAID experience required<\/li>\n<li>Experience developing and implementing finance and accounting policies, procedures and systems<\/li>\n<li>Excellent analytical and computer skills, with strong experience in Excel and QuickBooks;<\/li>\n<\/ul>\n<ul>\n<li>Well-developed and effective organizational skills, including to ability to multi-task and work in a high-pressure environment<\/li>\n<li>Demonstrated experience interacting with government agencies, civil society counterparts, and international donor agencies<\/li>\n<\/ul>\n<ul>\n<li>\n<ul>\n<li>Previous direct supervisory experience of professional and\/or support staff<\/li>\n<li>Excellent verbal, written, interpersonal, and presentation skills in English<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Minimum Qualifications<br \/>\n<\/strong><\/p>\n<ul>\n<li>Master\u2019s degree and 10-12 years of experience OR the equivalent combination of education and experience<\/li>\n<\/ul>\n<p><strong>Closing Date<\/strong>\u00a0: 30 August, 2020<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The International Development Division focuses on improving the lives and economic well-being of people in lower and middle-income countries.
