The programme is expected to be implemented across 60 districts commencing in Ghana.<\/p>\n<div>\n<p><strong>Job Description<\/strong><\/p>\n<p><strong>Job Location:<\/strong> Programme Coordination Office, Kumasi<br \/>\n<strong>Job Duration: <\/strong>One (1) year renewable yearly based on performance<\/p>\n<p>Applications are invited from suitably qualified individuals for the above stated position in the Root and Tuber Improvement and Marketing Programme of the Ministry of Food and Agriculture. The Procurement Officer would be in charge of the implementation of all in-house procurement activities aimed at effective procurement monitoring, implementation and documentation system<br \/>\n<span style=\"text-decoration: underline;\"><strong><br \/>\nResponsibilities:<\/strong><\/span><\/p>\n<ul>\n<li>Monitor procurement implementation and update the procurement plans for the procurement of goods and consultants services<\/li>\n<li>Assist in preparing Specific Procurement Notices (SPNs), and Expressions of Interest (EOIs), whenever required<\/li>\n<li>Establish a register of qualified suppliers and consultants and periodically update this register per advertisements and requests for expressions of interest<\/li>\n<li>Coordinate the preparation of Terms of Reference (TORs) in the preparation of Requests for Proposals (RFPs) on consulting assignments, and specifications for the preparation of bidding documents for goods activities, using standard documentation agreed with IFAD, and also participate in evaluation of expressions of interest for short lists and pre-qualification of suppliers and contractors where necessary<\/li>\n<li>Support in initiating the procurement processes, including those for International, National Competitive Bidding and National Shopping procedures, ensuring compliance with agreed procurement methods&#8217; thresholds, prior review requirements specific to the project, and agreed aggregate threshold amounts for less competitive procurement methods<\/li>\n<li>Participate in bid opening sessions, evaluating goods and works bids and consultants&#8217; proposals, and ensuring that the appropriate guidelines are followed to arrive at the recommendations for award in favour of the successful suppliers, contractors and consultants<\/li>\n<li>Coordinate the response to inquiries, and communicate the results of the evaluation process to the bidders\/applicants, in response to guidelines<\/li>\n<li>Monitor and ensure timely responses to procurement questions raised by bidders and funding agencies<\/li>\n<li>Assist Programme prepare the requests for &#8220;no objection&#8221; and coordinate arrangements for the negotiation process, where necessary<\/li>\n<li>Prepare the final contracts, and ensure timely distribution of all relevant procurement and contract documents<\/li>\n<li>Ensure all related documents are included in the respective files, to ensure ease of retrieval of information and the ease of following the paper trail of procurement by independent external auditors and\/or IFAD missions; and<\/li>\n<li>Carry out other duties that may be assigned by the National Programme Coordinator<\/li>\n<\/ul>\n<p><span style=\"text-decoration: underline;\"><strong>Performance Criteria:<\/strong><\/span><br \/>\nThe following performance criteria will be used to assess the performance of the Procurement Specialist at regular intervals and based upon which the contract may be continued or teminated<\/p>\n<ul>\n<li>Quality and timeliness of procurement management relating to procurement planning for goods, works and services<\/li>\n<li>Quality of documentation submitted for prior review<\/li>\n<li>Quality of procurement filing<\/li>\n<li>Quality of documentation submitted during post reviews,<\/li>\n<li>Quality and timeliness of reports, where requested<\/li>\n<\/ul>\n<p><strong>Remuneration:<\/strong> Competitive salary<br \/>\n\u00a0<\/p>\n<\/div>\n<div>\n<p><strong>Required Skills or Experience<\/strong><\/p>\n<p><span style=\"text-decoration: underline;\"><strong>The Procurement Officer:<\/strong><\/span><\/p>\n<ul>\n<li>Must be a University degree holder, with not less than three (3) years experience in the conduct of project and public procurement management<\/li>\n<li>Professional qualification in procurement management<\/li>\n<li>Familiarity with the procurement procedures of the IFAD and other donors as well as the public procurement will be required<\/li>\n<li>Computer literate especially in software of Microsoft Word and Excel<\/li>\n<li>Willingness and ability to work in a team<\/li>\n<\/ul>\n<p>\u00a0<\/p>\n<\/div>\n<div>\n<p><strong>How To Apply<\/strong><\/p>\n<p>Qualified and interested applicants should send application letters with copies of Curriculum Vitae, Certificates and other relevant documentation to<\/p>\n<div><strong><br \/>\nThe National Programme Coordinator<br \/>\nRoot and Tuber Improvement and Marketing Programme<br \/>\nMinistry of Food and Agriculture<br \/>\nP.
