The Government of Ghana has received funding from the International Fund for Agricultural Development (IFAD) towards the cost of implementing the Root and Tuber Improvement and Marketing Programme (RTIMP). The programme is expected to be implemented across 60 districts commencing in Ghana.<\/p>\n

\nJob Duration: One (1) year renewable yearly based on performance<\/p>\n
\nAssist in preparing Specific Procurement Notices (SPNs), and Expressions of Interest (EOIs), whenever required
\nEstablish a register of qualified suppliers and consultants and periodically update this register per advertisements and requests for expressions of interest
\nCoordinate the preparation of Terms of Reference (TORs) in the preparation of Requests for Proposals (RFPs) on consulting assignments, and specifications for the preparation of bidding documents for goods activities, using standard documentation agreed with IFAD, and also participate in evaluation of expressions of interest for short lists and pre-qualification of suppliers and contractors where necessary
\nSupport in initiating the procurement processes, including those for International, National Competitive Bidding and National Shopping procedures, ensuring compliance with agreed procurement methods’ thresholds, prior review requirements specific to the project, and agreed aggregate threshold amounts for less competitive procurement methods
\nParticipate in bid opening sessions, evaluating goods and works bids and consultants’ proposals, and ensuring that the appropriate guidelines are followed to arrive at the recommendations for award in favour of the successful suppliers, contractors and consultants
\nCoordinate the response to inquiries, and communicate the results of the evaluation process to the bidders\/applicants, in response to guidelines
\nMonitor and ensure timely responses to procurement questions raised by bidders and funding agencies
\nAssist Programme prepare the requests for “no objection” and coordinate arrangements for the negotiation process, where necessary
\nPrepare the final contracts, and ensure timely distribution of all relevant procurement and contract documents
\nEnsure all related documents are included in the respective files, to ensure ease of retrieval of information and the ease of following the paper trail of procurement by independent external auditors and\/or IFAD missions; and
\nCarry out other duties that may be assigned by the National Programme Coordinator
\nPerformance Criteria:
\nThe following performance criteria will be used to assess the performance of the Procurement Specialist at regular intervals and based upon which the contract may be continued or teminated
\nQuality and timeliness of procurement management relating to procurement planning for goods, works and services
\nQuality of documentation submitted for prior review
\nQuality of procurement filing
\nQuality of documentation submitted during post reviews,
\nQuality and timeliness of reports, where requested
\nRemuneration: Competitive salary
\nRequired Skills or Experience<\/p>\n
\nProfessional qualification in procurement management
\nFamiliarity with the procurement procedures of the IFAD and other donors as well as the public procurement will be required
\nComputer literate especially in software of Microsoft Word and Excel
\nWillingness and ability to work in a team<\/p>\n
