Job Description<\/strong><\/p>\n

Job Title: Head of Division \u2013 Strategy Planning, Monitoring and Evaluation<\/strong><\/p>\n

Purpose of Job<\/b><\/p>\n

To provide strategic direction and leadership in managing the Division of Strategy Planning, Monitoring Evaluation in order to achieve the AfCFTA Secretariat\u2019s strategic objectives and mandate.<\/p>\n

Main Functions<\/b><\/p>\n

\u2022\u00a0\u00a0 \u00a0Provide technical leadership and ensure efficient functioning of the Division;
\n\u2022\u00a0\u00a0 \u00a0Facilitate the formulation and ensure execution of AfCFTA Secretariat overall strategy;
\n\u2022\u00a0\u00a0 \u00a0Ensure overall management of the Division\u2019s personnel, budget, performance, quality, discipline and training in conformity with relevant rules and procedures in force.
\n\u2022\u00a0\u00a0 \u00a0Facilitate the preparation of periodic programme performance reports and other relevant reports;
\n\u2022\u00a0\u00a0 \u00a0Coordinate the design and implementation of programme related capacity building initiatives;
\n\u2022\u00a0\u00a0 \u00a0Promote awareness and training of best practices in area of expertise;
\n\u2022\u00a0\u00a0 \u00a0Analyse and address problems arising from current approaches to strategic planning, monitoring and evaluation;
\n\u2022\u00a0\u00a0 \u00a0Develop and maintain regular working relations with top level stakeholders in appropriate agencies of Member States and partners;
\n\u2022\u00a0\u00a0 \u00a0Engage stakeholders within Members States and RECs in designing and implementing strategies;
\n\u2022\u00a0\u00a0 \u00a0Mobilise funding from external stakeholders to execute AfCFTA Secretariat\u2019s strategies and activities; and
\n\u2022\u00a0\u00a0 \u00a0Ensure creation of an inspiring work environment to enable staff development and professional progression.<\/p>\n

Specific Responsibilities<\/b><\/p>\n

\u2022\u00a0\u00a0 \u00a0Coordinate the development, implementation and delivery of AfCFTA Secretariat\u2019s long term and medium term strategic plan, consistent with the African Union Agenda 2063;
\n\u2022\u00a0\u00a0 \u00a0Foster institutionalization of Results oriented culture within the AfCFTA Secretariat;
\n\u2022\u00a0\u00a0 \u00a0Provide strategic guidance to the Directorates within the AfCFTA Secretariat and the formulation of the directorates action plans and budget;
\n\u2022\u00a0\u00a0 \u00a0Monitor and evaluate the implementation of the strategy across the AfCFTA Secretariat;
\n\u2022\u00a0\u00a0 \u00a0Produce the required periodic reports of the activities of the AfCFTA Secretariat and ensure that agreed deadlines for these reports are strictly adhered to;
\n\u2022\u00a0\u00a0 \u00a0Manage the Division\u2019s staff performance in accordance with rules and regulations of the African Union.
\n\u2022\u00a0\u00a0 \u00a0Manage risk within the division and recommend mitigation strategies;
\n\u2022\u00a0\u00a0 \u00a0Build continental and global partnerships relevant to AfCFTA Secretariat\u2019s mandate;
\n\u2022\u00a0\u00a0 \u00a0Contribute to the overall work of the AfCFTA Secretariat by playing an effective role in the Senior Management Team;
\n\u2022\u00a0\u00a0 \u00a0Develop a Monitoring and Evaluation tool on AfCFTA implementation by State Parties;
\n\u2022\u00a0\u00a0 \u00a0Ensure the preparation of mid-year and annual reports on the status of the implementation of AfCFTA within the Secretariat, Regional Economic Communities and State Parties;
\n\u2022\u00a0\u00a0 \u00a0Facilitate the mid and end-term evaluation the AfCFTA strategic plan;
\n\u2022\u00a0\u00a0 \u00a0Lead in the consultancy and feasibility studies of AfCFTA Secretariat\u2019s projects;
\n\u2022\u00a0\u00a0 \u00a0Attend technical and strategic meetings of the AfCFTA Secretariat; and
\n\u2022\u00a0\u00a0 \u00a0Perform any other related duties as may be assigned by the supervisor or the Secretary-General.<\/p>\n

Academic Requirements and Relevant Experience<\/b><\/p>\n

\u2022\u00a0\u00a0 \u00a0A University Master\u2019s degree or equivalent in Economics, Finance, Project Management, Strategic Management or any related field of study with twelve (12) years of relevant progressively responsible work experience in Strategic Planning, Monitoring and Evaluation functions out of which seven (7) years should be at managerial level.
\n\u2022\u00a0\u00a0 \u00a0Membership of relevant professional body is an added advantage.<\/p>\n

\nTENURE OF APPOINTMENT:<\/b><\/p>\n

The appointment will be made on a regular term contract for a period of three (3) years, of which the first twelve months shall be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables.<\/p>\n

REMUNERATION:<\/b><\/p>\n

Indicative basic salary of US$ \u00a050,746.00 (P5\u00a0Step1) per annum plus other related entitlements e.g. Post adjustment ( 57% of basic salary), Housing allowance US$ 27,290.88.00 (per annum), and education allowance (100% of tuition and other education-related expenses for every eligible dependent up to a maximum of US$ 10,000.00 per child per annum), for internationally recruited staff and a maximum of $3,300 per child per annum for locally recruited staff.<\/p>\n","protected":false},"excerpt":{"rendered":"
