This role works closely with several internal and external stakeholders\u00a0(local and at\u00a0HQ)\u00a0providing planning, implementation and monitoring guidance and insights in key areas.<\/p>\n<p>FPOM will report to the\u00a0OSG\u00a0Country Manager\u00a0with a dotted line relationship to:<\/p>\n<ul>\n<li>The Regional Director<\/li>\n<li>HQ Global Business Operations\u00a0Manager<\/li>\n<li>HQ Finance and Procurement\u00a0Manager<\/li>\n<\/ul>\n<p><strong>Key areas of responsibilities:<\/strong><\/p>\n<p><strong>Financial Management\u00a0<\/strong><\/p>\n<ul>\n<li>Support Country Manager to develop\u00a0annual budget and\u00a0quarterly cash request forecasts\u00a0from HQ by consulting with program and staff in advance and anticipating level of operations that need funding<\/li>\n<li>Lead the maintenance of and revisions to OSG\u00a0finance manual\u00a0under guidance of Country Manager and HQ\u00a0to ensure compliance with local tax legislation<\/li>\n<li>Responsible for ensuring that\u00a0OSG\u00a0is\u00a0implementing financial processes and reporting in an\u00a0accurate and timely manner to HQ. Lead all strategic discussions with HQ finance on bookkeeping and meeting OSI reporting timelines. Establish local reporting timelines for OSG\u00a0that support this<\/li>\n<li>Develop TORs for audits under guidance of Country Manager and HQ<\/li>\n<li>Oversee and approve\u00a0higher level banking transactions and petty cash operations<\/li>\n<li>Conduct ongoing training for local and HQ staff on OSG\u00a0financial processes<\/li>\n<\/ul>\n<p><strong>Reports<\/strong><\/p>\n<ul>\n<li>Review all monthly finance reports prepared by the staff. This includes review of general ledger transactions, reconciliations, banking records, and any other relevant financial information<\/li>\n<li>Prepare quarterly financial reports for the\u00a0local\u00a0Board\u00a0of Directors\u00a0and HQ<\/li>\n<li>Work with the Country Manager to prepare donor reports and ensure they are consistent with underlying budget assumptions<\/li>\n<li>Prepare year-end financial statements and accompanying statutory accounts and notes required for audit<\/li>\n<\/ul>\n<p><strong>Procurement\u00a0<\/strong><\/p>\n<ul>\n<li>Oversee all procurement at OSG\u00a0by HQ and country office staff under the guidance of the Country Manager:<\/li>\n<li>Ensure that all vendors are verified legal entities with supporting paperwork in vendor files (separate from hard copy procurement transaction files)<\/li>\n<li>Acquire best value for OSG\u00a0for largest budget costs like hotel, transportation and meals by developing and managing cost competitive blanket purchase agreements with large vendor under guidance of Country Manager and HQ<\/li>\n<li>Manage micro purchase threshold and ensure that large procurements are competed, procured at best value, documented to manage risk and executed to deliver best value<\/li>\n<li>Lead the maintenance of and revisions to OSG\u00a0procurement manual<\/li>\n<li>Approve all procurement related staff advances under guidance of\u00a0Country\u00a0Manager. Ensure that OSG\u00a0aggregate staff advance level does not exceed prescribed minimums. Report to HQ on balances periodically<\/li>\n<li>Conduct ongoing training for local and HQ staff (who come for missions as the two systems integrate at this point) based on existing procurement guidelines and findings from procurement environment in\u00a0Ghana<\/li>\n<li>Develop and execute annual procurement plan for missions (and OSG\u00a0overall) in a way that fosters advance planning and supports the financial management system<\/li>\n<\/ul>\n<p><strong>Operations, IT and Security\u00a0<\/strong><\/p>\n<ul>\n<li>Oversee monitoring ad tracking of all non-medical inventory<\/li>\n<li>Select and manage IT vendor that provides support to OSG<\/li>\n<li>Develop and manage OSG\u00a0operations plan<\/li>\n<li>Vehicle access<\/li>\n<li>List of OSG\u00a0approved vendors<\/li>\n<li>Office access<\/li>\n<li>How to manage inventory. Procedure to report and address loss of items, etc.<\/li>\n<li>Develop and manage OSG\u00a0security and safety plan<\/li>\n<\/ul>\n<p><strong>Program Support\u00a0<\/strong><\/p>\n<ul>\n<li>Support Country Manager with development\u00a0and implementation\u00a0of annual workplan as\u00a012-month\u00a0project timeline with inputs from all OSG\u00a0stakeholders at country office and HQ<\/li>\n<li>Support Country Manager to plan and execute board meetings and OSG<\/li>\n<li>Work closely with\u00a0the\u00a0staff to understand and anticipate needs and challenges<\/li>\n<\/ul>\n<p><strong>Performance Management,\u00a0Risk Management and Compliance\u00a0<\/strong><\/p>\n<ul>\n<li>Lead monitoring and execution of assessments for OSG\u00a0as well as implementation of associated workplans\u00a0and connection to performance management goal setting for OSG<\/li>\n<li>Ensure that all donor and\u00a0HQ\u00a0requirements related to risk management and compliance related to key work areas are communicated to all staff including training and documentation of performance<\/li>\n<\/ul>\n<p><strong>Desired experience and qualifications<\/strong><\/p>\n<ul>\n<li>At least 2 to 5 years of management experience on a large international development program funded by a large donor<\/li>\n<li>Accounting oversight experience and understanding of QuickBooks<\/li>\n<li>Strong procurement experience and expertise in designing and managing<\/li>\n<li>Expertise in supporting program staff to effectively implement and monitor procurement heavy programs.
