{"id":6461,"date":"2011-12-21T10:58:12","date_gmt":"2011-12-21T10:58:12","guid":{"rendered":"https:\/\/joblistghana.com\/?p=6461"},"modified":"2013-12-26T17:49:18","modified_gmt":"2013-12-26T17:49:18","slug":"national-petroleum-authority-recruitment-3-positions","status":"publish","type":"post","link":"https:\/\/joblistghana.com\/national-petroleum-authority-recruitment-3-positions.html","title":{"rendered":"National Petroleum Authority Recruitment (3 Positions)"},"content":{"rendered":"<p><strong>1.\u00a0Management Accounts and Budget Manger<\/strong><\/p>\n<div>\n<p><strong>Scope &amp;\u00a0General Purpose:<br \/>\n<\/strong>Leads and coordinates the Authority&#8217;s financial planning and budget management functions and responsible for conducting the day to day accounting and financial activities for the UPPF as well as reconciliations of bank accounts and investments of both the Authority and UPPF.<br \/>\n<strong><br \/>\n<\/strong><\/p>\n<p><strong>Responsibilities &amp;\u00a0Accountabilities:<br \/>\nPrimary:<\/strong><\/p>\n<ul>\n<li>Prepares management reports and presents findings and recommendations to top management including the Board of Directors<\/li>\n<li>Oversees daily operations of UPPF whiles directing and participating in cost analysis and rate studies<\/li>\n<\/ul>\n<p><strong>Major:<\/strong><\/p>\n<ul>\n<li>Coordinates the preparation of the rolling budget program, annual draft budget, quarterly forecasts of year end with staff\u00a0and committees<\/li>\n<li>Benchmarking KPI&#8217;s for measuring the financial and operating performance of the\u00a0Authority and departments<\/li>\n<li>Establish and maintain relations with banks and other financial institutions<\/li>\n<li>Assist in establishing and implementing short and long term departmental goals, policies, priorities and procedures relating to financial management, budget, accounting or payroll<\/li>\n<li>Oversees cash flows, bank accounts and cheque books<\/li>\n<li>Monitor information and investments, providing all reports and liaising\u00a0with the Finance\u00a0Director on matters of investments<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<\/div>\n<div>\n<p><strong>Required Skills or Experience<\/strong><\/p>\n<p><strong>The candidate must have:<\/strong><\/p>\n<ul>\n<li>BSc in Administration, Economics, Finance or related discipline. An MBA and\/or professional qualifications (e.g. ACCA, CIMA or equivalent) would be an added advantage<\/li>\n<li>At least 8 years experience of managing a finance section including strategic and commercial development<\/li>\n<li>Experience of preparing management reports involving manipulation and interpretation of figures and data<\/li>\n<li>Excellent written and oral communication skills including report writing, negotiation and presentation<\/li>\n<li>Ability to manage a team with high level of enthusiasm, self motivation and self discipline<\/li>\n<li>Demonstrate initiative and timeliness in the execution of task with excellent skills in\u00a0Microsoft Suite (Word, Excel, PowerPoint)<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>2.\u00a0Head, Internal Audit<\/strong><\/p>\n<div>\n<p><strong>Scope &amp;\u00a0General Purpose:<br \/>\n<\/strong>Perform financial, operational, system and process audit of the Authority&#8217;s business units and operations as well as responsible for reviewing the Authority&#8217;s overall internal control of its operations.<br \/>\n<strong><br \/>\n<\/strong><\/p>\n<p><strong>Responsibilities &amp;\u00a0Accountabilities:<br \/>\nPrimary:<\/strong><\/p>\n<ul>\n<li>Performs all assigned Audit duties in a manner that reflects the highest professional standards and compiles with the guidelines of the Institute of Internal Auditors<\/li>\n<li>Develops and documents Audit procedures performed as well as the preparation of noted concerns for Audit reports inclusion<\/li>\n<\/ul>\n<p><strong>Major:<\/strong><\/p>\n<ul>\n<li>Responsible for planning, executing and completing audit field work according to established schedule, recommending internal control improvements that may be include operational enhancements or efficiencies and the preparation of audit reports as well as documenting controls<\/li>\n<li>Builds and manages an effective team, deliver annual audit plan and responsible for examining, evaluating and writing reports on the adequacy and effectiveness of Managements&#8217; risk management processes<\/li>\n<li>Establish effective business relationships within the Authority and assist management in the understanding and adaptation of internal control principles<\/li>\n<li>Examines and evaluate policies, procedures and systems which are in place to ensure reliability and integrity of information, compliance with policies, plans, procedures, laws and regulations, safe guarding assets, economical and efficient use of resources, accomplishment of established objectives and goals for operations or programs<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<\/div>\n<div>\n<p><strong>Required Skills or Experience<\/strong><\/p>\n<p><strong>The candidate must have:<\/strong><\/p>\n<ul>\n<li>BSc Administration (Accounting or Finance Option) or related fields<\/li>\n<li>ACCA or ICA or equivalent<\/li>\n<li>Minimum 8 to 10 years of Audit experience (Internal and External) in a similar position<\/li>\n<li>Broad Audit experience and the ability to interact with management at all levels<\/li>\n<li>Direct people management and team leadership skills<\/li>\n<li>Knowledge of Public Sector accounting requirement with excellent communication and interpersonal skills<\/li>\n<li>High level of integrity with good computer literacy (Accounting software, Excel and Word)<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<p><strong>3.\u00a0Chief Inspector (Inspections, Monitoring &amp; Licensing)<\/strong><\/p>\n<\/div>\n<\/div>\n<div>\n<p><strong>Scope &amp;\u00a0General Purpose:<br \/>\n<\/strong>Oversees, leads and coordinates all inspections of the facilities of petroleum service providers and reviews plans and policies for the growth of the industry whiles ensuring compliance with all rules, regulations, etc. made under the NPA\u00a0Act 691.<br \/>\n<strong><br \/>\n<\/strong><\/p>\n<p><strong>Responsibilities &amp;\u00a0Accountabilities:<br \/>\nPrimary:<\/strong><\/p>\n<ul>\n<li>Reviews the applications for licenses and permits of various Petroleum Service Providers and makes appropriate recommendations for the grant and issue of such licenses or permits<\/li>\n<li>Leads a team to oversee the physical inspection of proposed or existing sites and submit appropriate inspection reports with recommendations to enable issuance of permits\/licenses<\/li>\n<\/ul>\n<p><strong>Major:<\/strong><\/p>\n<ul>\n<li>The Chief Inspector may at reasonable times enter or request subordinates to enter premises used or suspected to be used by a petroleum service providers to investigate activities there<\/li>\n<li>Inspect the required license of the petroleum service provider, the premises and any other thing which is relevant to an investigation<\/li>\n<li>Ensures that displayed prices of petroleum products are consistent with prescribed petroleum pricing formula<\/li>\n<li>Ensures applicants requiring the renewal of their licenses submit all required documentation such as performance statistics, annual reports, etc, in the appropriate formats for approval before the renewal of license is granted<\/li>\n<li>Maintains a Register of licenses issued to various categories of PSPs<\/li>\n<li>Monitor standards of performance and quality of service of PSPs<\/li>\n<li>Leads in the development of guidelines for PSPs<\/li>\n<li>Issues licenses and permits to qualified applicants<\/li>\n<li>Develops rules and regulations, codes of practice and standard of performance for petroleum service providers in the sector<\/li>\n<\/ul>\n<p>&nbsp;<\/p>\n<\/div>\n<div>\n<p><strong>Required Skills or Experience<\/strong><\/p>\n<div>\n<p><strong>The candidate must have:<\/strong><\/p>\n<ul>\n<li>BSc\/Msc in Engineering (Mechanical, Chemical or Electrical) or Sciences<\/li>\n<li>A minimum of 10 years relevant working experience, 5 years of which should be at Senior Management level in the Petroleum Sector<\/li>\n<li>A fair knowledge of the geography of the country<\/li>\n<li>Excellent communication, analytical and interpersonal skills<\/li>\n<li>Firm but fair minded with high level of integrity<\/li>\n<li>Demonstrate initiative and timeliness in the execution of task with superior coordination skills and organizing
