Purpose of Job<\/b><\/h2>\n<\/div>\n
\n

To provide technical and intellectual leadership in designing strategies and policies and engagement of relevant stakeholders including supervision and management of Budget Unit of AfCFTA.<\/p>\n<\/div>\n<\/div>\n

\n

Main Functions<\/b><\/h2>\n<\/div>\n
\n

\u2022\u00a0\u00a0 \u00a0Provide support in the management of various partnerships relevant for the division and directorate;
\n\u2022\u00a0\u00a0 \u00a0Identify best practices and monitor effectiveness of the division\/directorate\u2019s support to AU;
\n\u2022\u00a0\u00a0 \u00a0Contribute to the development of the departmental strategies and business continuity plan and participate in\/ensure their implementation;
\n\u2022\u00a0\u00a0 \u00a0Involve in negotiations;
\n\u2022\u00a0\u00a0 \u00a0Foster and ensure implementation of large-scale and long-term initiatives related to strategic partnerships;
\n\u2022\u00a0\u00a0 \u00a0Support the organization of thematic networks, consultations and meetings on development cooperation and international relations;
\n\u2022\u00a0\u00a0 \u00a0Develop training materials and provide necessary training and support to Organization Units;
\n\u2022\u00a0\u00a0 \u00a0Provide technical resource allocation and policy guidance on matters relating to system -Implementation projects and maintenance.
\n\u2022\u00a0\u00a0 \u00a0Supervise all the audiences organized by the office of the Secretary General and AfCFTA directors when necessary
\n\u2022\u00a0\u00a0 \u00a0Prepare and supervise ceremonies and official functions
\n\u2022\u00a0\u00a0 \u00a0Develop and maintain regular working relations with top level stakeholders in appropriate agencies of Member States and partners<\/p>\n<\/div>\n<\/div>\n

Specific Responsibilities<\/b><\/h2>\n<\/div>\n
\n

Programme Management<\/p>\n

\u2022\u00a0\u00a0 \u00a0Lead design of programs, and their implementation in conformity with the AU Budget manual, AU FRR and other relevant policies and rules;
\n\u2022\u00a0\u00a0 \u00a0Identify the key annual priority programs in line with the Agenda 2063 \u201cAfrica we want\u201d and advising senior management;
\n\u2022\u00a0\u00a0 \u00a0Advise senior management in setting key annual program and project priorities and targets;
\n\u2022\u00a0\u00a0 \u00a0Lead the budget preparation;
\n\u2022\u00a0\u00a0 \u00a0Document key lessons learnt, challenges and recommendations in program implementation;
\n\u2022\u00a0\u00a0 \u00a0Ensure synergy and complementarity in AfCFTA programs
\n\u2022\u00a0\u00a0 \u00a0Institutionalize the results-based approach methodology in AfCFTA programming and reporting.<\/p>\n

Program Planning<\/p>\n

\u2022\u00a0\u00a0 \u00a0Lead the programs planning, budgeting and reporting for AfCFTA;
\n\u2022\u00a0\u00a0 \u00a0Support the departments to develop project plans in line with approved programs;
\n\u2022\u00a0\u00a0 \u00a0Provide leadership, coordinates, and administers the strategic planning process for programs and projects
\n\u2022\u00a0\u00a0 \u00a0Participate in development, implementation and maintenance of policies, objectives, short-and long-range planning;
\n\u2022\u00a0\u00a0 \u00a0Monitor and report on the first 10-years implementation plan of Agenda 2063;
\n\u2022\u00a0\u00a0 \u00a0Review, analyses and finalize the preparation of plans and their revisions, considering recommendations and decisions of various AU policy organs;<\/p>\n

Budgeting and Reporting<\/p>\n

\u2022\u00a0\u00a0 \u00a0Develop and manage annual capital and\/or operating budgets; oversees, monitors, and coordinates program budgets, as appropriate;
\n\u2022\u00a0\u00a0 \u00a0Provide substantive support to relevant AU policy organs in their review of budgets and plans;
\n\u2022\u00a0\u00a0 \u00a0Act as Certifying Officer for funds availability under AU Financial Rules and Regulations;
\n\u2022\u00a0\u00a0 \u00a0Lead the development of AfCFTA budget (both projected revenue and expenditure),
\n\u2022\u00a0\u00a0 \u00a0Ensure compliance with current budget and spending policies, and propose improved policies and systems regarding spending guidelines, cost savings, cost allocation, and annual planning.
\n\u2022\u00a0\u00a0 \u00a0Ensure that AfCFTA departments adhere to Financial Rules and Regulations governing budget planning, programming, execution, monitoring and reporting;<\/p>\n

Partner Funds<\/p>\n

\u2022\u00a0\u00a0 \u00a0Coordinate the design and implementation of Partners programs and projects;
\n\u2022\u00a0\u00a0 \u00a0Guide in developing strategies on resource mobilization in collaboration with Resource Mobilization Department;
\n\u2022\u00a0\u00a0 \u00a0Lead the financial management aspect of Partner Funds for AfCFTA;
\n\u2022\u00a0\u00a0 \u00a0To ensure that Preparation of interim and year-end financial statements accurately and timely as indicated in the grant agreement.
\n\u2022\u00a0\u00a0 \u00a0Facilitating the completion of annual audit of project financial statements on time
\n\u2022\u00a0\u00a0 \u00a0Making sure that all fixed assets acquired by project funds are kept safe and are provided with identification number.
\n\u2022\u00a0\u00a0 \u00a0Coordinate with external and internal audit of partner funds project audit;
\n\u2022\u00a0\u00a0 \u00a0Prepare action plans and oversees the implementation of actions in relation to audit recommendations regarding partner funds audits;
\n\u2022\u00a0\u00a0 \u00a0Manage Partner Funds for AfCFTA.<\/p>\n<\/div>\n<\/div>\n

Academic Requirements and Relevant Experience<\/b><\/h2>\n<\/div>\n
\n

Master\u2019s Degree in business administration, Strategic Planning, finance, accounting or related field.with 10 years of relevant work experience of which six (6) years should be at managerial level and three (3) years at supervisory level within an international, regional or national organization.<\/p>\n

\nBachelor degree in in business administration, Strategic Planning, finance, accounting or related areas with twelve (12) years of relevant work experience of which six (6) years should be at managerial level and three (3) years at supervisory level within an international, regional or national organization.<\/p>\n

\u2022\u00a0\u00a0 \u00a0A professional qualification such as CPA, CA, ACCA, CIMA, Expert Comptable or equivalent is an added advantage.<\/p>\n

\u2022\u00a0\u00a0 \u00a0Relevant experience in budget, financial accounting, finance and audit in a large international organization or business corporation is required.
\n\u2022\u00a0\u00a0 \u00a0Experience in budget preparation and administration, management of partners funds in AU or similar international organization is required.
\n\u2022\u00a0\u00a0 \u00a0Hands-on experience in the use of SAP or similar ERP is required.
\n\u2022\u00a0\u00a0 \u00a0Practical experience in managing International Partner Funds such as EU, World Bank, AfDB is added advantage;
\n\u2022\u00a0\u00a0 \u00a0Proven experience in establishing Budgeting function of an organization at national or international level
\n\u2022\u00a0\u00a0 \u00a0Advance knowledge in the application of Microsoft Office Suite particularly Excel and PowerPoint.<\/p>\n<\/div>\n<\/div>\n

TENURE OF APPOINTMENT:<\/b><\/p>\n

The appointment will be made on a regular term contract for a period of three (3) years, of which the first twelve months shall be considered as a probationary period. Thereafter, the contract will be for a period of two years renewable, subject to satisfactory performance and deliverables.<\/p>\n

REMUNERATION:<\/b><\/p>\n

Indicative basic salary of US$ \u00a042,879.00 (P4\u00a0Step1) per annum plus other related entitlements e.g. Post adjustment (48% of basic salary), Housing allowance US$ 24,561.84 (per annum), and education allowance (100% of tuition and other education-related expenses for every eligible dependent up to a maximum of US$ 10,000.00 per child per annum), for internationally recruited staff and a maximum of $3,300 per child per annum for locally recruited staff.<\/p>\n","protected":false},"excerpt":{"rendered":"
