1. Consultant – Development of A National Geodetic Reference Network (GRN)<\/p>\n

\nRequest for Expressions of Interest (Consultancy Services) – Development of a National Geodetic Reference Network (GRN) Policy in Ghana<\/p>\n

The Ministry of Lands and Natural Resources has received financing from the World Bank toward the cost of the Second Land Administration Project (LAP 2), and intends to apply part of the proceeds for consultant services.<\/p>\n

LAP-2 is a follow on project LAP 1 and being implemented out of the National Land Policy which came into effect in 1999. The project will concentrate on completing outstanding legal and institutional reforms, removing business bottlenecks, promote transparency and address various land administration challenges in order to: (i) speed up land registration and delivery of titles and deeds; (ii) enhance security of tenure; and (iii)) strengthen settlement of land disputes among others. The Project will also support the completion of land policy and legislative reforms and institutional reforms started under LAP-1.\u00a0The Project will be implemented through four-interrelated Components, which are;<\/p>\n

  1. Strengthening the Policy, Legal and Regulatory Framework for Land Administration;<\/li>\n
  2. Decentralizing and Improving Business and Service Delivery Processes;<\/li>\n
  3. Improved Maps and Spatial Data for Land Administration; and<\/li>\n
  4. Human Resource Development and Project Management<\/li>\n<\/ol>\n

    The objective of the consultancy assignment is to develop a National Geodetic Reference Network (GRN) which will provide a framework for the establishment, usage and periodic review of GRN stations with respect to both horizontal and vertical controls network in the country.<\/p>\n

    One of the activities under the Project is to establish a Geodetic Reference Network for the country on which geospatial data capture will be based on a Transverse Mercator (GTM) and the ellipsoid coinciding with the International Terrestrial Reference Frame (ITRF) (i.e. ITRF\/GTM).<\/p>\n

    Under LAP-1, twenty (2) points in the new system have been established at an interval of 50km spanning Accra, Kumasi and Takoradi ( the Golden Triangle). Provisional values for ITRF\/UTM and Transformation Parameters have been developed and are in use within this area.<\/p>\n

    Five (5) Continuously Operating Reference Stations (CORS) have been established in Accra, Kumasi, Takoradi, Tamale and Bolgatanga. All five stations have fitted with radios to enable Real Time Kinematic (RTK) capability.\u00a0This network is a Passive Network.<\/p>\n

    It is proposed that under LAP-2, an Active Network based on the Virtual Real Station (VRS) principle should be established to cover the entire country with a total of forty two (42) points at a radial distance of approximately 100km from each other more or less. Seventeen (17) out of the 42 points is being proposed to act as a primary or first order network.<\/p>\n

    Working in consultation with the key stakeholders including academia, the Consultant will undertake the following tasks, prepare:<\/strong><\/p>\n

      \n
    • Policy guidelines for the establishment of GRN (CORS) Stations;<\/li>\n
    • Policy guidelines to regulate the usage of the CORS;<\/li>\n
    • Policy guidelines for data storage and sharing;<\/li>\n
    • Guidelines for data interoperability;<\/li>\n
    • Determination of geoid; and cover<\/li>\n
    • Any other issues the Consultant consider relevant to the assignment<\/li>\n<\/ul>\n

          The objective of the consultancy assignment is to develop a National Mapping Policy document for the country which provides the context, direction, guidelines and actions for mapping the entire country.\u00a0The Policy document is to provide a base or structure for the production and dissemination of maps of all thematic areas and scales, moving away from the analogous to be digital environment as far as practicable.<\/p>\n
