The Regional Office for Africa (RAF) leads FAO\u2019s response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO\u2019s priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the region and, in collaboration with Offices, Centres and Divisions at headquarters, develops, promotes and oversees FAO\u2019s strategic response to regional priorities. In its programme delivery, RAF contributes to the achievements of the 2030 Sustainable Development Agenda, guided by Sustainable Development Goal (SDG) 1 No poverty, SDG 2 No hunger, and SDG 10 Reducing inequalities. In addition to supporting FAO\u2019s work in Country Offices, RAF develops and maintains strategic partnerships with continental organizations, such as the African Union Commission and the Regional Economic Communities (RECs). At the policy level, RAF supports countries to develop strategies, policies and regulatory frameworks as well as supports regional and country policy dialogues that sustain efficient and inclusive agricultural and food systems. RAF also facilitates partnerships with a broad range of stakeholders, supports capacity development and resource mobilization for food security, agriculture and rural development in the region.<\/p>\n

Job Description<\/strong><\/p>\n

Job Title: Senior Forestry Officer<\/strong><\/p>\n

The position is located in the Regional Office for Africa (RAF) in Accra, Ghana.<\/p>\n

Reporting Lines<\/strong>
\nThe Senior Forestry Officer reports to the Regional Programme Leader under the overall guidance of the Assistant Director- General\/Regional Representative for Africa. He\/she will work in consultation with technical officers in \u00a0technical Offices and Divisions at headquarters including the Forestry Division, the Office of Climate Change and Biodiversity, and the Land and Water Division, and other technical officers in RAF region including the Sub-Regional Forestry Officers in Africa, the South-South Cooperation Officer and the RAF Partnerships Officers.<\/p>\n

Technical Focus<\/strong>
\nThe Senior Forestry Officer will provide technical leadership and supervision for RAF\u2019s regional forestry work and regional thematic priority on climate action and sustainable natural resources management with specific responsibility for leading the programme of work area on scaling up climate smart agriculture. He\/she will be responsible for planning, implementation, monitoring and reporting of RAF\u2019s work programme related to scaling up climate smart agriculture with other components of the regional thematic priority on climate action and sustainable natural resources management, including ecosystem restoration and sustainable land management, sustainable use of biodiversity, responsible governance of natural resources and water management for sustainable agriculture as well as other RAF programme of work areas. The Senior Forestry Officer will lead RAF\u2019s activities for strengthening partnership and knowledge networks within and outside the Organization, supporting country-level actions guided by FAO\u2019s Country Programming Framework (CPF) as well as increasing South-South and Triangular Cooperation.<\/p>\n

\nLeadership and technical policy expertise for the planning, development and implementation of Regional Programmes of Work, projects, products and services in accordance with Regional Objectives and the FAO Strategic Framework.<\/p>\n

Key Functions<\/strong>
\n\u2022\u00a0Plans, manages, or leads highly specialized or multi-disciplinary teams, leads, coordinates, and\/or participates in regional committees, project teams, and working groups, and\/or provides technical leadership\/secretariat services on technical networks and\/or international technical policy and standard setting bodies;
\n\u2022\u00a0\u00a0Analyses global and country specific requirements and relevant technical issues to provide critical input into the FAO Strategic Framework, Programme of Work, work plans and the supporting budgets and\/or resourcing strategies;
\n\u2022\u00a0Implements and monitors programmes of work involving the development of the approach, evidence based strategies, and related tools, methodologies and the supporting system\/database, monitoring and reporting frameworks;
\n\u2022\u00a0Conducts, designs and oversees research and analysis \u00a0activities to support the development of technical standards, international instruments, innovation, technical reports, publications and\/or on-going programme development as well as the provision of technical and\/or policy advisory services;
\n\u2022 Provides technical and policy advice to Members and technical support to Decentralized Offices in the development and implementation of their programmes;
\n\u2022\u00a0Leads and\/or collaborates in, provides technical backstopping to, and ensures the quality\/effectiveness of, capacity development and knowledge sharing activities within Members such as policy support, organizational development and individual learning events including preparation of related information, learning, on-line tools;
\n\u2022\u00a0Represents the Organization at international meetings and conferences, identifies and implements strategic partnerships, advocates best practices and increased policy dialogue and develops and negotiates effective working relationships\/consensus and agreements with international and national stakeholders;
\n\u2022\u00a0Leads and\/or participates in resource mobilization activities in accordance with the FAO Corporate strategy.<\/p>\n

Specific Functions<\/strong>
\n\u2022\u00a0Provides vision and strategic thinking on climate action and sustainable natural resources management for the development and implementation of the work programme in Africa, with a focus on environment and natural resources issues, including forestry, biodiversity, climate change and desertification;
\n\u2022\u00a0Provides technical expertise on strategies and approaches as well as guidance on technologies and innovations for developing and implementing solutions on sustainable forest management, in particular on protection, restoration and sustainable use of forests and trees with a view to building resilient livelihoods, ending poverty and ensuring food security and nutrition in the context of a changing climate;
\n\u2022\u00a0Provides leadership for RAF\u2019s programme of work on scaling up climate smart agriculture, including planning, implementation, delivery, monitoring and reporting, as well as leading highly specialized and multistakeholder teams on forestry, agroforestry and agriculture projects and programmes;
\n\u2022\u00a0Works with other Thematic Regional Priority Leaders and Programme Managers as well as with technical Offices and Divisions at headquarters, Programme Priority Areas and other relevant FAO units to coordinate delivery of activities related to the FAO Africa Regional Thematic Priority on climate action and sustainable natural resources management;
\n\u2022\u00a0Provides technical support and policy advice to Members in the implementation of FAO\u2019s regional initiatives, thematic and programme priorities and activities in the formulation and implementation of activities under the UN Cooperation Framework;
\n\u2022\u00a0Coordinates FAO\u2019s technical inputs and represents FAO Africa on scaling up climate smart agriculture and promotion of sustainable forest management in Africa in engagements with governments, continental organizations, such as the African Union Commission, the Regional Economic Commissions, inter-agency initiatives, development finance institutions, development partners and national and regional stakeholders;
\n\u2022\u00a0Leads RAF resource mobilization and partnership activities on scaling up climate smart agriculture, sustainable forest management and related work;
\n\u2022\u00a0Leads secretariat services for and organizes the sessions of the FAO Statutory Body \u201cThe African Forestry and Wildlife Commission (AFWC)\u201dand coordinates the implementation of recommendations and follow-up activities;
\n\u2022\u00a0Performs other related duties as required.<\/p>\n

Minimum Requirements<\/strong>
\n\u2022\u00a0Advanced university degree in \u00a0forest resources management or a related field (forestry, forest economics, forest engineering or other fields related to sustainable natural resources management).
\n\u2022\u00a0 Ten years of relevant experience in forest resources management, forest conservation management, or related fields such as community-based natural resources or landscape management, biodiversity or wildlife management or climate smart agriculture in developing countries.
\n\u2022\u00a0\u00a0Working knowledge (proficient \u2013 level C) of English and limited knowledge (intermediate \u2013 level B) of another official FAO language (French, Spanish, Russian, Arabic or Chinese).<\/p>\n
