Job Description<\/strong><\/p>\n

The Focus Region Health Project (FRHP) is a four year, USAID\/Ghana funded project being implemented by JSI Research & Training Institute, Inc (JSI\/RTI) and World Education Inc (WEI).\u00a0 This integrated maternal, newborn, and child health and family planning (MNCH\/FP) project is aimed at increasing the use of high impact interventions in Greater Accra, Central, and Western Regions.<\/p>\n

Working in conjunction with local and international partners and stakeholders, FRHP is supporting decentralization and service delivery of priority health services in true partnership with the Ghana Health Service (GHS). FRHP is working with the GHS in sub-districts, districts and regions to form deep connections to civil society, NGOs and the private sector to improve health for all members of the community.<\/p>\n

The Program Officer position plays a critical or lead role in the planning, developing, facilitating and coordinating the range of FRHP programmes in the following technical areas: Family Planning, Maternal Neonatal and Child Health including Nutrition, Malaria, HIV\/AIDS, CHPS & Private Sector, Health Information Management, Logistics Management and Health Systems and Management as well as Performance Based Financing which is district and facility specific.<\/p>\n

The Program Officer\u00a0 works with FRHP Technical and Administrative staff and with counterparts in Ghana Health Service and other relevant partners to achieve the successful implementation of project activities and delivery of results.<\/p>\n

These positions will be based in the regional offices of the FRHP in Accra\/Cape Coast and will provide key support in pre-service and in-service training improvement activities, strengthening CHPS strategy implementation activities in specified areas and support other aspects of health systems strengthening and improvement. It is expected that the Regional Health Program Implementation Officer be familiar with GHS structures at all levels with particular reference to their regions of location.<\/p>\n

Specifically, a program officer will perform the following roles\/responsibilities among others:<\/p>\n

  1. Develop downstream programme description, workplan and budget for the region in consultation with the Ghana Health Service.<\/li>\n
  2. Participate in development, implementation and follow-up of training programmes and other capacity- building activities in the region.<\/li>\n
  3. Prepare and review proposals, workplans and budget for upstream activities related to the region.<\/li>\n
  4. Prepare presentations, updates on programmes status and reports on programmes and activities implemented<\/li>\n
  5. Provide technical, managerial and administrative support to FRHP activities (both downstream and upstream) in the region as well as in the districts.<\/li>\n
  6. Monitor and assess the implementation of programmes and activities at the regional, districts and sub-districts level<\/li>\n
  7. Participate in the management and distribution of equipment and supplies to the region and districts<\/li>\n
  8. Assist Program and Finance & Administration staff in identifying and documenting cost share element from stakeholders in program activities<\/li>\n
  9. Represent FRHP at stakeholder meetings\/seminars\/workshops in the region<\/li>\n
  10. Facilitate and maintain communication and collaboration between FRHP Headquarters and Regional & District Health Directorates as well as health facilities and with other technical and administrative stakeholders in the region and conducts problem-solving and other interventions to reduce challenges in the implementation of programme\/activities<\/li>\n
  11. Support the expansion of functional CHPS sites in designated geographic areas including community health officer training and supervision, as well as strengthening CHPS operations and functionality<\/li>\n
  12. Undertake other job-related tasks assigned by immediate supervisor, technical specialists, Director, Health Systems Strengthening, or Chief of Party.<\/li>\n
