Work will include a quality review of sub-award packages, documents, and issues related to sub-award financial monitoring, and training and support of WAMERO and project staff in policies and procedures related to sub-award budgeting and financial monitoring. S\/he will work under the supervision of the Associate Director, Quality Assurance to strengthen and support sub-award work and processes. The focus will be on compliance with processes and standards related to the financial aspects of sub-award execution and management.<\/p>\n<p><strong>Job Description<\/strong><\/p>\n<p><strong>Job Title: Regional Sub-award Finance<\/strong><\/p>\n<p><strong>Accountabilities:<\/strong><\/p>\n<ul>\n<li>Review sub-award (sub-grant or sub-contract) packages prepared by the country office and project teams to ensure completeness of documentation and compliance with FHI 360 and donor policies and procedures, with particular focus on budget, budget narrative, and financial risk assessment;<\/li>\n<li>Review sub-award (sub-grant or sub-contract) close-out packages and provide guidance to project teams on issues related to the closing of sub-awards including reconciling financial reports and payments;<\/li>\n<li>Support project teams with budget development and resolving finance-related issues;<\/li>\n<li>Build capacity of project teams related to budget development, financial assessment of sub-recipients, financial monitoring of sub-awards, and other finance-related tasks;<\/li>\n<li>Liaise with finance, contracts, and technical teams to provide necessary feedback to improve different elements of sub-award packages (such as budgets, budget narratives, negotiation memorandum, pre-award assessment, etc.);<\/li>\n<li>Support project teams as needed to ensure proper monitoring is taking place including providing a review, feedback, and problem-solving with issues arising from monthly financial reports;<\/li>\n<li>Provide guidance to project teams in understanding documentation and filing requirements to ensure projects have complete sub-award files;<\/li>\n<li>Identify areas of compliance risk and escalate as necessary to appropriate levels of leadership;<\/li>\n<li>Problem-solve with project staff around issues specific to sub-award compliance, budgeting, and financial monitoring, coordinating with project and regional office leadership as needed;<\/li>\n<li>Support work with Enterprise Services on revising and improving existing processes;<\/li>\n<li>Contribute to work with WAMERO colleagues to identify and develop process improvements and implement best practices related to sub-award management;<\/li>\n<li>Train project staff on internal processes, standards, best practices, and compliance issues related to developing and managing sub-awards;<\/li>\n<li>Maintain knowledge of donor rules and regulations and inform the team of the changes in policies and procedures.<\/li>\n<\/ul>\n<p><strong>Applied Knowledge &amp; Skills:<\/strong><\/p>\n<ul>\n<li>Knowledge of donor (USG and non-USG) rules and regulations required; for acquisition (contracts) and assistance (cooperative agreements and grants).<\/li>\n<li>Ability to review and analyze budgets, budget narratives, and financial reports and reconcile financial information related to sub-awards.<\/li>\n<li>Familiar with basic principles of sub-award management and related budgets.<\/li>\n<li>Applies updated information technology to facilitate program goals and program procedures.<\/li>\n<li>Problem-solving skills.<\/li>\n<li>Communicate structured information in a clear, concise, and organized manner suited to the characteristics and needs of the audience.<\/li>\n<li>Interacts with colleagues using both oral and written communication skills to discuss processes or issues<\/li>\n<li>Documents complex issues and effectively articulates written conclusions.<\/li>\n<li>Reviews and edits the work of others.<\/li>\n<li>Excellent organizational skills and strong ability to manage and meet multiple tasks.<\/li>\n<li>Must be able to read, write and speak fluent English.<\/li>\n<li>Fluency in the French language is preferred.<\/li>\n<\/ul>\n<p><strong>Problem Solving &amp; Finance?
