{"id":82108,"date":"2023-02-10T13:51:58","date_gmt":"2023-02-10T13:51:58","guid":{"rendered":"https:\/\/joblistghana.com\/?p=82108"},"modified":"2023-02-10T13:51:58","modified_gmt":"2023-02-10T13:51:58","slug":"african-union-jobs-2023-2","status":"publish","type":"post","link":"https:\/\/joblistghana.com\/african-union-jobs-2023-2.html","title":{"rendered":"African Union Jobs 2023"},"content":{"rendered":"<p><strong>Job Description<\/strong><\/p>\n<p><strong>Job Title: Head of Accounting Budget and Financial Management Division (AfCFTA) <\/strong><\/p>\n<p><strong>AU Values<br \/>\n<\/strong><\/p>\n<ul>\n<li>Respect for Diversity and Team Work<\/li>\n<li>Think Africa Above all<\/li>\n<li>Transparency and Accountability<\/li>\n<li>Integrity and Impartiality<\/li>\n<li>Efficiency and Professionalism<\/li>\n<li>Information and Knowledge Sharing<\/li>\n<\/ul>\n<p><strong>Organization Information<\/strong><\/p>\n<p><strong>Reports to: Director of Finance<\/strong><\/p>\n<p>Directorate\/Department: Directorate of Finance (AfCFTA)<\/p>\n<p>Number of Direct Reports: 2<\/p>\n<p>Number of Indirect Reports: 25<\/p>\n<p>Number of Positions: 1<\/p>\n<p>Job Grade: P5<\/p>\n<p>Contract Type: Regular<\/p>\n<p>Location: Accra, Ghana<\/p>\n<p><strong>Purpose of Job<\/strong><\/p>\n<p>Lead the development and implementation of accounting, budgetary, and financial management policies, strategies, procedures, and processes within AfCFTA.<\/p>\n<p><strong>Main Functions<br \/>\n<\/strong><\/p>\n<ul>\n<li>Guides the preparation and implementation of the International Public Sector Accounting Standard (IPSAS)<\/li>\n<li>Establish accounting, budget, and financial management functions<\/li>\n<li>Supervises and manages the division\u2019s employees in the implementation of activities and the evaluation of performance<\/li>\n<li>Develops strategies and policies consistent with the department\u2019s objective to address relevant issues in the field<\/li>\n<li>Contributes to the development of the departmental business continuity plan and ensures its implementation at the divisional level<\/li>\n<li>Ensures risk management and mitigation<\/li>\n<li>Designs and plans policy programs to achieve strategies<\/li>\n<li>Provide support for the development of the resource mobilization strategy with stakeholder coordination<\/li>\n<li>Develops new activities and expands existing activities as components of strategies and policies;<\/li>\n<li>Work with internal and external stakeholders<\/li>\n<li>Manage the investment of AfCFTA excesses funds in accordance with AU Financial Rules;<\/li>\n<li>Responsible for the overall supervision and management of the Division.<\/li>\n<li>Ensure the creation of an inspiring work environment to enable staff development and professional progression.<\/li>\n<\/ul>\n<p><strong>Specific Responsibilities<br \/>\n<\/strong><\/p>\n<ul>\n<li>Manages a complete financial operation, encompassing a wide variety of Member States and Partner Funds, with a large volume of grants in, grants out, implementing partners, and inter-office transactions, and extensive dispersed activities;<\/li>\n<li>Manage all aspects of the monthly, quarterly, and year-end closure of accounts including the development and implementation of detailed closure instructions;<\/li>\n<li>Provide expert guidance and advice to management in the area of financial accounting, interpretation, and operational guidance on the application of the IPSAS and African Union Financial Rules (AU FR);<\/li>\n<li>Acts as AfCFTA focal point and responds to internal\/external audit observations and liaises with clients and other relevant entities on audit issues;<\/li>\n<li>Lead the development and implementation of new accounting systems. Takes initiative to improve accounting processes and approaches;<\/li>\n<li>Coordinate and supervise all accounting transactions including the periodic production of management accounts and IPSAS-compliant financial statements;<\/li>\n<li>Manage the preparation, implementation, and monitoring of the budget;<\/li>\n<li>Periodically reviews program budgets to analyze trends affecting budgetary needs. Prepares comparative analyses of programs by analyzing costs and recommendations for budget revisions;<\/li>\n<li>Promote best management systems and practices, develop internal controls, as well as ensure transparency and the obligation to justify the expenditure.<\/li>\n<li>Ensure the proper application of the Financial Rules, Staff Regulations, and Rules of the African Union and policies and procedures of management established by AfCFTA.<\/li>\n<li>Oversee timely payment of transactions;<\/li>\n<li>Maintain an efficient system of policies and procedures that impose an adequate level of control over treasury activities and provide support for regulatory reporting;<\/li>\n<li>Liaise and consult with oversight bodies such as the Board of External Auditors, Office of Internal Oversight, and Policy Organs to ensure implementation of their recommendations as appropriate;<\/li>\n<li>Supervises and manages the Division\u2019s staff in terms of organization and performance evaluation;<\/li>\n<li>Coordinate risk management activities across AfCFTA;<\/li>\n<li>Perform any other relevant duties assigned by the immediate Supervisor.<\/li>\n<\/ul>\n<p><strong>Academic Requirements And Relevant Experience<br \/>\n<\/strong><\/p>\n<ul>\n<li>Master\u2019s degree in Business Administration, Finance, Accounting, or related field with 12 years of progressively responsible experience in managing finance functions out of which 7 at the managerial level and 5 years at the supervisory level.<\/li>\n<li>A professional qualification such as CPA, CA, ACCA, CIMA, Expert Comptable, or equivalent is an added advantage;<\/li>\n<li>Previous experience in establishing functional Finance Functions (Accounting, Budget, and Disbursement\/Treasury) is required;<\/li>\n<li>Working experience with International Public Sector Accounting Standards (IPSAS) and financial statement preparation (general and special purpose) in large international organizations is required;<\/li>\n<li>Demonstrate a high-level understanding of the budgetary process, and management of Development Partner\u2019s funds and relationships;<\/li>\n<li>In-depth understanding and experience in developing financial rules\/policies, managing risk, and implementing effective internal controls,<\/li>\n<li>Hands-on experience working with enterprise resources management (ERP) systems, particularly SAP is an asset;<\/li>\n<\/ul>\n<p><strong>Required Skills<br \/>\n<\/strong><\/p>\n<ul>\n<li>A demonstrated ability to initiate and promote collaborative approaches between geographically and culturally disparate partners<\/li>\n<li>Ability to establish and maintain effective partnerships and working relations both internally and externally<\/li>\n<li>Ability to develop and delegate clear program goals, plans, and actions, that are consistent with agreed strategies<\/li>\n<li>Ability to delegate the appropriate responsibility, accountability, and decision-making authority with regard to performance management and professional development<\/li>\n<li>Ability to effectively lead, supervise, mentor, develop, and evaluate staff<\/li>\n<li>Proficiency in one of the AU working languages, and fluency in another AU language is an added advantage<\/li>\n<li>the high degree of independence, maturity, and initiative<\/li>\n<li>ability to handle challenging questions and difficult stakeholders<\/li>\n<li>ability to manage time and prioritize work<\/li>\n<li>be flexible, adaptable, and open to change<\/li>\n<li>Proficiency in one of the AU official&#8217;s working languages (Arabic, English, French, Kiswahili, Portuguese, and Spanish) and fluency in another AU language(s) is an added advantage;<\/li>\n<\/ul>\n<p><strong>Leadership Competencies<\/strong><\/p>\n<p>Strategic Perspective<\/p>\n<p>Developing Others<\/p>\n<p>Change Management<\/p>\n<p>Managing Risk<\/p>\n<p><strong>Core Competencies<\/strong><\/p>\n<p>Building Relationships<\/p>\n<p>Foster Accountability Culture<\/p>\n<p>Learning Orientation<\/p>\n<p>Communicating with Impact<\/p>\n<p><strong>Functional Competencies<\/strong><\/p>\n<p>Conceptual Thinking<\/p>\n<p>Job Knowledge and information sharing<\/p>\n<p>Drive for Results<\/p>\n<p>Fosters Innovation<\/p>\n<p><strong>TENURE OF APPOINTMENT:<\/strong><\/p>\n<p>The appointment will be made on a regular term contract for a period of three (3) years, of which the first twelve months shall be considered as a probationary period.
