The Operations Committee (OPSCOM) is an integral component of the Bank’s Operational organisational structure, tasked to ensure that policies and investment proposals are aligned with Bank strategy and mandate; and serves as the forum for senior Management review and resolution of policy issues affecting operations. OPSCOM permanent members include the three Operations Vice Presidents, the Finance Vice President, the Chief Economist, the Chief of Staff and Director of the Office of the President, the Secretary General and the General Counsel, with the Chief Operating Officer & Vice President as the Chair. Senior management from across the Bank Group participates on a regular basis through the presentation of their investment or policy proposals.  A team of Operations Officers support the work of OPSCOM.

The key work objectives of the Operations Officer include:  

•   Program agenda  for OPSCOM meetings, and use discretion to decline those items that are not ready for OPSCOM consideration;
•   Prepare/consolidate timely and accurate information on OPSCOM deliberations ;
•   Prepare briefs for the Chair and members of OPSCOM, including recommendations on treatment/further processing of proposals;
•   Monitor key aspects of Bank Group Operations working in close collaboration with the front offices of the three Operations Vice Presidencies, as well as with key units across the Bank;
•   Support implementation of key initiatives and participate on behalf of the OPSCOM in working groups, task forces, and other special initiatives;
•   Coordinate production of consolidated strategically driven operations plans and budgets;
•   Undertake special projects as requested.
•   Prepare quarterly and annual reports of OPSCOM for Senior Management.

To deliver this work plan, the Operations Officer will be housed in Operations Committee Secretary (OPSC). He/her reports to the Director OPSC and is assigned to support OPSCOM in fulfilling its duties.
Duties and responsibilities

Under the general supervision of the Director OPSC, the Chief Operations Officer will have the responsibility for undertaking high quality corporate assessment of operations proposals and implementation, to provide OPSCOM guidance and recommendations. His/her major role will be: providing to OPSCOM high quality advisory support on operations under development and execution, on cross operations issues and policy matters to allow decision-making and policy level actions. The Chief Operations Officer will have responsibility for managing the OPSCOM review process, as well as for communicating and monitoring OPSCOM information.

Specific Duties:

•   Ensure systematic internal review of operations and policy-related proposals to assure alignment with strategic objectives, quality standards, readiness, and compliance with Bank policies; provide OPSCOM with concise briefs of these proposals.
•   Maintain accurate consolidated information on key aspects of Bank Group operations, both under execution and in development, including: project processing and delivery schedules, portfolio performance and supervision, resource allocations and usage, and all other operations-level performance benchmarks.  Identify issues for senior management attention, and provide analysis and recommendations as appropriate.
•   Contribute to preparation of consolidated, strategically driven and coordinated annual operations plans and budgets on the basis of inputs from the three Operations Complexes, other Bank complexes and strategic guidance from OPSCOM members.  Provide OPSCOM members with analysis and recommendations to allow policy-level guidance and decision-making.
•   Produce and/or coordinate analysis, briefing material, and recommendations for OPSCOM on cross-Operations issues and policy matters on an ad hoc basis as requested by OPSCOM.
•   Manage the OPSCOM review process for operations; prepare OPSCOM meetings, agendas and attendance, managing the flow and distribution of material to members of OPSCOM and concerned departments.
•   Ensure effective communication of OPSCOM decisions, and tracking of implementation. Provide OPSCOM members with regular reports on implementation of OPSCOM recommendations.
•   Act as a source of information and guidance to country and project teams as may be necessary in implementation of OPSCOM decisions.

•   A minimum of a Master’s degree in a relevant development discipline.
•   A minimum of 7 years of relevant professional experience in the design and execution of projects, programs and policies within the Bank.
•   Ability to work effectively across institutional boundaries

•   An aptitude for developing practical solutions, and balancing long- and short-term trade-offs
•   Strong communicator (oral and written), with proven report writing skills.

Job Title 2: Information Security Officer

This position is located in the Security Unit (SECU). Under the direct supervision of the Chief Information Security Officer (CISO) who reports directly to the Head of the Security Unit, the Senior Information Security officer will be responsible for protecting the Bank’s IT resources and information assets based on industry best practices and the Bank’s policies and guidance. The candidate will work closely with network, security, and application engineers to collaborate on secure solutions.

Duties and responsibilities

Under the direct supervision of the Chief Information Security Officer (CISO), the duties and responsibilities are as follows:

•   Contribute to the definition and the elaboration of the information security strategy and policies in support of the Bank’s business strategy and direction.
•   Develop standards, processes, procedures and guidelines that support information security policies.
•   Identify and analyze risks through suitable methods approved by the CISO.
•   Define and recommend strategies and priority options to mitigate risk to levels acceptable to the Bank.
•   Analyze controls and identify significant changes in information risk and report these to the CISO.
•   Perform regular vulnerability assessments to evaluate effectiveness of existing controls. Follow-up vulnerability remediation plan, and ensure that non-compliance issues and other variances are resolved in a timely manner.
•   Analyze information security issues and apply metrics to measure, monitor, and report on the effectiveness of information security controls and compliance with information security policies.
•   Promote accountability by business process owners in managing information security risks.
•   Analyze information security risks related to third parties and submit recommendations to the CISO.
•   Manage information security projects and manage information security operations.
•   Develop business case, budget requirements and terms of reference that support information security programs.
•   Participate in the implementation of information security frameworks.
•   Define and recommend information security baselines.
•   Participate in negotiation relating to information security products or services.
•   Develop and deliver effective information security education and awareness to influence culture and behaviour of staff.
•   Provide expert advices and recommendations in respect of Information Security.
•   Design, elaborate and implement processes for detecting, identifying and analyzing information security related events.
•   Recommend response and recovery plans and options to information security related incident.
•   Implement periodic testing of response and recovery plans where appropriate, and their execution as required.
•   Document appropriately any information security incidents as a basis for subsequent action including forensics when necessary. Produce post- incident reviews and help to identify causes and corrective actions.
•   Analyze, formulate, test, optimize and maintain information security recovery plans and procedures in order to assist corporate survival from major processing interruptions.
•   Examine complaints or incidents related to information security, investigate and recommend responses and action plans.

•   A minimum of a Master’s degree in Information Security Engineering, Computer Science, Information Technology or other strongly related discipline.
•   Up to date industry certifications (CISSP, CISA, CISM, etc.) covering information security are an added advantage.
•   A minimum of four (4) years for the PL6 and five (5) years for the PL5 relevant and demonstrated business environment professional experience in information security implementation/management, or IT.
•   Strong understanding of information risk and Security Control Frameworks (ex. COBIT, ISO, ITIL, etc).
•   Ability to craft information security standards, procedures, and guidelines.
•   Demonstrated understanding of Security Architecture and technologies including Firewalls, IDS/IPS, NAC, SIEM, Content Filtering, vulnerability assessment, authentication systems, etc.

•   Good technical knowledge and experience in defining and assessing access and authorization controls within the Bank’s critical business applications: SAP. SWIFT, SUMMIT, etc.

Job Title 3: Principal Statistician

The African development Bank is a leading development institution in the continent, focused on promoting economic development and poverty reduction. It engages with the full range and complexity of development challenges in Africa. The Bank has integrated operations, lending directly the public and private sectors through a variety of instruments. It also provides advisory services. The Bank core operational priorities include infrastructure, private sector development, governance, regional integration, and engagement in fragile states. It has an increasing country presence through a growing network of 32 field offices. The primary role of the Statistics Department  within the Vice presidency of the Chief Economist is to develop and manage statistical systems needed to support the operational work of the Bank Group and its development research activities; to contribute to the development of statistical systems in regional member countries and the harmonization of statistical reporting among multilateral, bilateral and regional development agencies; prepare the Bank Group’s official statistical publications; and provide statistics and statistical analysis for the Bank Group’s Annual Report, the African Development Report and other important Bank publications.

Duties and responsibilities

Under the general supervision of the Division Manager, ESTA.2, the Principal Statistician will assist put in place a system that will enable regional member countries to improve the compilation and dissemination of various statistical outputs. Her/his duties include:

•   Provide TA and other related support to countries in her/his area of expertise.
•   Ensure effective liaison and effective collaboration with other Task Managers in ESTA
•   Provide statistical support as necessary to the regional member countries in the context of implementing the results measurement agenda, i.e. inclusion of statistical issues in the Bank’s operations.
•   Assist countries prepare a country driven work program in line with the SCB programme as described in the NSDS or other statistical strategy.
•   Where necessary, facilitate support to the institutional reform and change process within the national statistical system as guided by the statistical legislation or public sector reform programme. The reform may include amendment of the statistical legislation and restructuring of the national statistical office.
•   Support capacity development through facilitation or sourcing and coordination of technical assistance in liaison with various Task Managers.
•   Provide technical support for a permanent statistical system of Price data collection which responds to the needs of CPI, HCPI and ICP in RMCs.
•   Contribute to statistical and economic research activities, using existing databases on RMC economic and social indicators.
•   Provide technical support for the implementation of statistical surveys on social aspects in RMCs.
•   Assist SROs and RMCs to build their capacity in the various statistical fields (national accounts, price surveys, household surveys, Labour , Business register, etc).
•   In collaboration with ESTA.1 ensure that data on national accounts, prices economics statistics are useable and consistent.
•   Promote the use of the Bank Data Portal, including the use of the Highway Information System within the Bank, in RMCs and among development partners.
•   Contribute to the publication of the Bank’s statistical working series on statistical concepts, methods and best practices as well as a quarterly publication on the selected economic trends.
•   Undertake field mission or other duties as may be assigned by the Supervisor.

•   At least a Master’s degree in statistics, economics or a related field with a strong background in quantitative methods;
•   At last a minimum of 6 years of relevant working experience in a research or development institution;
•   The candidate must have the ability to contribute to knowledge, with a particular emphasis on statistics as demonstrated by recent publications in peer-reviewed journals;
•   Competency in database management and in applying statistical methods including but not limited to economic and econometric modeling, multivariate analysis, survey analysis, and in the use of statistical computer programs;
•   Competency in the use of Bank standard software applications (Word, Excel, Access and PowerPoint), competency in SAP is desirable;
•   Proficiency in English and/or French. A working knowledge of the other language is an added advantage; and,
•   Ability to work in a task team interdisciplinary environment and exercise initiatives.
