The Rural Enterprise Program (REP) seeks to improve the livelihoods and incomes of rural poor micro and small entrepreneurs. The development objective is to increase the number of rural Medium and Small Scale Enterprises (MSEs) that generate profit, growth and employment opportunities. The project has four outcomes, namely: (1) business development services accessible to MSEs in rural districts; (2) technical skills transferred and technologies disseminated; (3) access of MSEs to finance ensured; and (4) MSE support institutions and policies in place.
Job Description
Job Title: Monitoring & Evaluation / Gender Officer
General Responsibilities
• The Monitoring & Evaluation / Gender Officer will work under the direct supervision of the Monitoring and evaluation manager and generally lead in identifying gender-based constraints facing the primary target groups and steering programme activities to directly address these issues. S/he will be expected to engage with all areas of programme implementation to ensure gender mainstreaming practices are being utilised.
Generally:
• The Monitoring & Evaluation / Gender Officer will Perform M & E functions at PCMU and in addition support the implementation of gender assessments and reviewing and analysing gender data in the programme monitoring reports
• Lead and oversee the development and implementation of a Gender Action Plan (GAP) for the programme elaborating on a gender equity and social inclusion strategy for all Programme activities
• Serve as the Programme Resource for gender based questions and engage with stakeholders on gender issues being addressed by the programme
• Support in the M&E data collection, gender analysis and interpretation for gender specific indicators to arrive at key findings and actionable recommendations and support external participants (such as external evaluators or consultants) on all issues on the gender dimensions of programme implementation
Qualification Required & Experience
• Advanced degree in Gender Studies, Development Studies or a relevant field
• Other credentials in economics, agric-economics, quantitative methods or statistics/ familiarity with statistical or data management applications could be an advantage
• A minimum of 5 years’ experience in Development Partner funded rural development Programme(s)
• Experience in designing and conducting gender analyses, designing and facilitating trainings on gender integration processes and techniques, understanding of monitoring and evaluation, including experience with effective gender indicators and data collection considerations
